The Bureau of HIV, STI, and Viral Hepatitis (BHSH) works to reduce the transmission of human immunodeficiency virus (HIV), sexually transmitted infections (STIs), and hepatitis B and C through surveillance, prevention, and care. The bureau also offers treatment through participating providers and services to eligible Ohioans living with HIV and STIs.

What You'll Do:

BHSH has an opening for an Ohio HIV Drug Assistance Program (OHDAP) Coordinator. OHDAP provides medications to treat HIV and HIV-related conditions. The OHDAP Coordinator will evaluate and determine eligibility for enrollment into OHDAP & the Health Insurance Premium Payment program (HIPP). Duties include: 

  • Assessing client eligibility, securing required documentation, making a determination and responding to clients by phone and/or mail.
  • Maintaining appropriate client records per ODH policy and guidelines.
  • Assisting clients in obtaining needed resources through referral coordination and mentoring.
  • Monitoring and evaluating programs through onsite visits and telephone contact.
  • Providing technical assistance and consultation to program providers and to community agencies on eligibility and program requirements.
  • Developing educational materials for use and distribution by state/county/local government agencies, providers, potential clients, medical facilities, and the general public.
  • Making presentations to specialized groups on access, eligibility and coverage.
  • Participating in program planning sessions and public hearings related to the OHDAP program as required by federal statute.
  • Consulting with other HIV CARE Services (HCS) staff on program issues to coordinate services.
  • Making recommendations for revision to standard forms and procedure (e.g. informational material, fact sheets, listing of local, state and federal resources).
  • Attending trainings and conferences to keep abreast of trends, legislative and other changes affecting OHDAP and HIPP programs including Ohio Medicaid Spenddown Payment Program.

Normal working hours are Monday through Friday 8:00 am to 5:00 pm. This is an hourly position, with a pay range of 12 on the 1199 Pay Range Schedule. 

Unusual Working Conditions: May require travel.

Educational Transcript Requirements: Official educational transcripts are required for all post-high school educational accomplishments, coursework or degrees claimed on the application. Applicants will be required to submit an official transcript prior to receiving a formal offer of employment. Failure to provide transcripts within 5 working days of being requested will cause the applicant to be eliminated from further consideration.

Qualifications

Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field AND 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider. 

-Or completion of graduate core program in social or behavioral science or medicine-related or comparable field AND 6 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider. 

-Or equivalent of Minimum Class Qualifications for Employment noted above. 

Job Skills: Human Services

Technical Skills: Database administration, Planning and development, Technical documentation, Program management

Professional Skills: Analyzation, Collaboration, Consultation, Interpreting data.

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

  • Bachelor's or advanced degree in social or behavioral science, health or pre-medicine.
  • Experience planning, implementing and evaluating a health program.
  • Experience providing consultation and technical assistance to specialized groups.
  • Experience with Medicaid, Medicare, or Market place/ACA insurance.
  • Experience developing training material.
  • Experience presenting to specialized groups.
  • Experience with computer software (e.g., Word, Excel, PowerPoint).
  • Experience with evaluating and determining program eligibility.
  • Experience in maintaining and documenting client records.
  • Experience working with policies and procedures.

Unless required by legislation, the selected candidate will begin at Pay Grade 12, Step 1 of the 1199 union Pay Range Schedule ($31.74 per hour), with an opportunity for pay increase after six months ($33.35) of satisfactory performance and then a yearly raise thereafter
