NHBS Field Coordinator

Public Health – Seattle & King County's HIV/STI/HCV Program is seeking to hire a Field Coordinator (Project/Program Manager I) to assist with project coordination and participate in data collection for the Seattle site of the National HIV Behavioral Surveillance System (NHBS).


Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions that are eligible for benefits. This TLT is currently anticipated to through December 31st, 2026. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long-term funding sources.


This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial King County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Position Summary

In this role, your title will be NHBS Field Coordinator with a classification of Project/Program Manager I (PPM I). This position will work in the HIV/STI/HCV Program conducting different project coordination activities to support the work of NHBS across King County with the potential to work on other surveys. The primary focus of this position will be on the NHBS-MSM survey in 2026. This position will work to assist the Assessments Coordinator or NHBS in collecting data for the formative assessment and preparing for and managing survey data collection. Anticipated participation in the formative phase is March 2026, with data collection to begin in June 2026 and end November 2026, including closeout activities through December 2026. Duties include assisting with coordinating, collecting, and summarizing data for assessment and evaluation activities; leading field site activities; coordinating the interview staff, administering the project survey via interviewing and HIV testing, and counseling by field staff; and additional duties as assigned by the Assessments Coordinator. This position has the possibility for an extension of job duties for future cycles of NHBS. 


Background

NHBS was implemented by the Centers for Disease Control and Prevention (CDC) in 2004 to monitor behaviors in populations that may be at increased risk for HIV acquisition and/or transmission. The core populations of interest include men who have sex with men (MSM), people who inject drugs (PWID), people at increased risk for heterosexually acquired HIV (HET), and women of transgender experience and trans-feminine people (WTE/TFP). Findings from NHBS are used to enhance the understanding of HIV prevalence, risk and testing behaviors in these groups, and to develop and evaluate HIV prevention programs.


The HIV/STI/HCV Program offers services and resources to decrease new infections and help those living with Human Immunodeficiency Virus (HIV), Sexually Transmitted Infections (STIs), and Hepatitis C Virus (HCV) lead healthier lives. The program has a biennial budget of about $60M and a staff of over 100 talented employees and contract staff. 


Public Health's Prevention Division provides core, foundational public health services and is responsible for protecting the health of the public through controlling the spread of communicable diseases and identifying preventable causes of death. The Prevention Division includes three infectious disease units, the Public Health Laboratory, Vital Records, and the Medical Examiner. Together we protect the community from disease, investigate deaths, and provide birth and death certificates to our community.


Public Health – Seattle & King County ("PHSKC",  "Public Health", or "the department") is the Public Health Department for King County, Washington which includes 39 cities, including the City of Seattle, and unincorporated areas. Public Health is one of the largest metropolitan health departments in the United States with over 1,600 employees. With a biennial budget of over $1 billion, the department serves approximately 2.3 million people of King County who reside in urban, rural, shoreline, foothill, and mountain communities with distinct environments and unique public health needs. We operate primary care, dental, sexual and reproductive health, parent child health, and other health care-related services throughout King County across 40 sites and mobile clinics. King County is an international port of entry, welcoming nearly 40 million visitors annually. Over 100 languages are spoken by King County residents.

Work Schedule
This position will be a 0.8 FTE, working days can consist of any days of the week; working hours will be between the hours of 10:00am until 10:00pm and could be through 2:00am. You will work 32-40 hours per week, 4-5 days per week, 6-8 hours per day. This position is designated as hourly/non-exempt under the regulations of the Fair Labor Standards Act (FLSA), which means it is overtime-eligible. You must receive prior approval from your supervisor before working any necessary overtime hours to meet your position responsibilities. 

NOTE  During the data collection period JuneNovember, this role will lead the PITCH Study interviewers/testers to conduct field operations in multiple venues across King County. Hours will vary and include evenings and weekends. 

Work Location
Chinook Building located at 401 5th Avenue Seattle, WA 98104 with daily driving to and from mobile sites located throughout King County.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Requirements

  • Assist with conducting qualitative interviews, focus groups, and observations in the community.
  • Assist with building relationships with people, businesses and organizations who are part of and/or serve communities of interest, especially communities that face oppression from multiple angles (based on racial identity, gender identity, stigmatized work, HIV status, etc.).
  • Assist with leading field site(s) and mobile activities.
  • Coordinate field staff, including crowd management in public settings.
  • Lead and support a team of interviewers, who: 
    1. Screen potential participants for eligibility and obtain informed consent.
    2. Conduct in-depth, standardized surveys with study participants.
    3. Collect and process specimens for HIV via finger stick.
    4. Provide HIV harm reduction counseling and local resources.
  • Complete detailed study records with a high level of accuracy.
  • Prepare and maintain interview and testing materials and supplies.
  • Participate in ongoing assessment to determine best methods to reach subpopulations.
  • Participate in NHBS training(s) at PHSKC and CDC in Atlanta, GA from April 28-30, 2026 including required Public Health trainings.
  • Other duties will include:
    1. Answer the study phone, greet participants, and make appointments.
    2. Provide incentives to participants.
    3. Document, organize and enter data.
    4. Additional items as assigned.

Qualifications

Our ideal candidate will demonstrate the following (Minimum Qualifications):
  • Experience working with and/or supporting people of diverse backgrounds including people of color, people who are unstably housed, people born outside of the US, people who are transgender, people who inject drugs, people living with HIV, etc.
  • Basic knowledge of how to conduct one-on-one and focus group interviews (more in-depth training will be provided).
  • Enthusiasm for and ability to approach strangers and quickly build connection and rapport.
  • Ability to strictly adhere to detailed survey research protocols.
  • Ability to comply with strict protocols for confidentiality.
  • Basic knowledge of HIV, including other STIs and HCV.
  • Ability to build relationships with diverse racial/ethnic and socioeconomic groups.
  • Ability to work with the public in social settings.
  • Ability to de-escalate crisis situations.
  • Strong oral, digital and written communication skills.
  • Strong attention to detail, organization and coordination.
  • Ability to learn project-specific computer applications.
  • Certified to perform fingerstick/phlebotomy or willingness to attend training.
The most competitive applicants will have the following experiences and qualifications (Desired):
  • Experience in conducting standardized surveys.
  • Experience in gathering both quantitative and qualitative data.
  • Experience working with NHBS populations of interest – MSM, HET, PWID, WTE.
  • Experience in HIV counseling and testing, including STI and HCV.
  • Knowledge of medical and social services available to NHBS populations of interest.
  • Ability to speak, read and write Spanish. 
  • A valid WA State Driver License or the ability to obtain one prior to your first day.
