MHCC PROGRAM MANAGER

Main Purpose of Job
The Maryland Health Care Commission (MHCC), an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services, is seeking a MHCC Program Manager to work in the Certificate of Need Division in the Center for Health Care Facilities Planning and Development. The Certificate of Need program is intended to ensure that new health care facilities and services are developed only as needed, in addition to other review criteria. The Program Manager’s primary responsibility is leading staff review of Certificate of Need applications of capital projects by health care facilities. This primary responsibility involves the evaluation and analysis of a proposed project’s conformance with applicable State Health Plan criteria and standards. Further, the Program Manager prepares reports with recommendations for project approval or disapproval for the Commission’s consideration. The Program Manager will also review proposed health care facility projects or actions to determine the applicability of MHCC’s regulatory oversight authority. The types of facilities regulated by MHCC include hospitals, nursing homes, ambulatory surgical, residential treatment, home health agencies, hospice, and addiction treatment centers. The position requires strong analytical, writing, and oral presentation skills and the ability to collaborate with peers. The MHCC has a hybrid work policy where employees work remotely according to the telework rules established for MHCC employees during the COVID-19 pandemic. MHCC provides information technology equipment and software to employees who work remotely. MHCC's hybrid work policy is consistent with the State Telework Policy that incorporates remote and in-person work for most employees post COVID-19.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a bachelor’s degree in health sciences, Health Care Administration, Public Health, Public Policy, or a closely related field, from an accredited college or university. Relevant experience in evaluation, analysis, or research related to the development of health care facilities is required. A master’s or doctoral degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field will receive additional consideration. This position requires strong skills in writing, quantitative analysis, and oral presentation, and must be able to work as a member of a multidisciplinary team.
DESIRED OR PREFERRED QUALIFICATIONS
The idea candidate should possess the following experience/knowledge, skills and abilities to: Conduct an initial review of assigned work or project within assigned or prescribed time frame, identify the key components or issue, seek clarifying information, including from the applicant, and gather additional information and data, as relevant. Prepare error-free, grammatically correct, clear, and concise documents, policy briefs, presentations, and other correspondence that demonstrate attention to detail, depth of analysis, ability to translate data and information into policy recommendations, ability to weigh and consider options, and ability to clearly communicate information to executive leadership to facilitate decision-making. Meet deadlines and complete analyses, write reports, and prepare correspondence within prescribed time. Synthesize information, apply regulations, standards, statutes, and relevant law accurately to translate into policy recommendations and consideration of policy options. Must also be able to identify where additional guidance may be needed to identify or interpret applicable regulations/standards/statutes/law to appropriately consider policy implications of available options and facilitate decision-making. Independently form policy recommendations and weigh pros and cons of policy options that incorporate perspectives of all Marylanders, including health care professionals, organizations, plans, and community members living in and serving underserved communities, including rural communities and those experiencing health-related social needs. Must be able to make recommendations and provide analysis that supports executive decision-making that considers the implications of policy choices and changes for diverse and intersectional health care professionals, health care organizations, and communities. Work collaboratively, supporting and building strength on a high-functioning, highly productive, and publicly visible team within the Center that produces high quality work. Includes accepting new assignments, demonstrating flexibility and the ability to work across teams, and receiving and applying feedback to continuously improve work products and grow professionally.
