Join the Program Operations Division at the Office of Aging and Adult Services (OAAS) and play a key role in strengthening Louisiana’s Home and Community-Based Services. This dynamic position supports critical long-term care programs—including Community Choices Waiver, Adult Day Health Care, PACE, and Nursing Facility services—by monitoring operations, ensuring Medicaid compliance, and promoting high-quality, person-centered care. Based in one of OAAS’s regional offices with opportunities for statewide collaboration, this role is ideal for professionals who thrive in the field, enjoy problem-solving, and are passionate about improving access, quality, and outcomes for vulnerable populations across Louisiana.

Requirements

A current Louisiana license in a health services field, health regulation field, or social services field plus two years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A bachelor's degree plus two years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A master's degree in a health services field, health regulation field, or a social services field plus one year of experience in hospital or nursing home administration, health services, health regulation, or social services.

Job Duties:
  • Ensures waiver eligibility by issuing timely waiver denial and discharge notices with appeal rights, preparing Summary of Evidence packets, and representing the Department in waiver appeal hearings before the Division of Administrative Law.
  • Conducts annual and ongoing monitoring of Support Coordination Agencies and a representative sample of participants through on-site, in-home, interview, record, and data reviews using established monitoring tools.
  • Analyzes, scores, and documents monitoring findings, determines required remediation and severity, and reviews, approves, and provides feedback on corrective action plans to ensure effective implementation.
  • Recommends termination of Support Coordination Agency performance agreements when warranted and collaborates with Research and Quality staff to improve monitoring processes.
  • Performs on-site nursing facility level of care determinations to evaluate admissions and continued stays, ensuring individuals meet nursing facility criteria and exploring appropriate alternatives.
  • Serves as the Local Contact Agency for Section Q referrals and the My Choice Louisiana initiative by connecting nursing facility residents to HCBS and community resources and supporting transitions to community-based settings when appropriate.
