Medical Certification Program Manager

Make a statewide impact at the intersection of healthcare quality, policy, and compliance. As the Medical Certification Program Manager, you’ll serve as the state’s in-house expert on Medicare, Medicaid, and healthcare licensure—leading complex certification programs that directly protect patient health and ensure continued access to critical funding.

In this high-visibility role, you’ll oversee the development, interpretation, and enforcement of state and federal health standards across multiple healthcare delivery programs. You’ll provide functional leadership to regional managers and more than 160 professional staff, guide compliance activities statewide, and ensure timely surveys that safeguard millions in state and federal funding. Requirements

A current Louisiana license in a health services field, health regulation field, or social services field plus four years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; OR

A bachelor's degree plus four years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A master's degree in a health services field, health regulation field, or a social services field plus three years of experience in hospital or nursing home administration, health services, health regulation, or social services.

Job Duties:

• Makes licensing, certification, sanction, and closure decisions for healthcare facilities, providers, and suppliers, and certifies compliance or noncompliance to federal authorities based on comprehensive document reviews, interviews, and unannounced on-site inspections conducted by professional staff.

• Reviews, approves, or disapproves corrective action plans and directs field survey staff on appropriate procedures, ensuring timely enforcement actions to prevent loss of state or federal funding.

• Develops and implements administrative and operational plans, policies, and procedures to ensure program operations align with LDH objectives and state and federal regulatory requirements.

• Interprets, applies, and disseminates state and federal laws, rules, regulations, and guidelines, responding to complex inquiries from healthcare providers, consumers, elected officials, attorneys, media, and other stakeholders both in-state and out-of-state.

• Provides ongoing consultation to administrators of state-owned or operated healthcare facilities to ensure compliance with regulatory and accreditation standards necessary to maintain funding and support healthcare workforce training programs.

• Represents the Secretary of LDH in programmatic matters at federal, state, and local hearings, conferences, board meetings, legislative sessions, and intergovernmental or professional forums.

• Evaluates program outcomes as part of a continuous Quality Assurance process, identifying problem areas and researching, recommending, and implementing policy changes to maintain compliance with evolving state and federal regulations.

• Collaborates with the Office of Legal Counsel to interpret legislative actions affecting public health and safety, provides expert testimony in court proceedings, and advises on facility construction standards in coordination with architects, construction authorities, and facility officials.
