Medicaid Program Monitor

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

Play a key role in one of Louisiana Medicaid’s most impactful cost-containment initiatives. This position supports the administration of the federally mandated Medicaid Drug Rebate Program (MDRP), partnering with CMS, state agencies, and more than 700 drug manufacturers to offset pharmacy expenditures and ensure compliance with federal requirements. From managing rebate invoicing and supplemental negotiations to supporting the Preferred Drug List (PDL), this role sits at the intersection of policy, finance, and healthcare, helping drive millions in savings while maintaining accountability for a program with a legacy spanning more than three decades.

Requirements

Six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Oversee all Medicaid Drug Rebate Program (MDRP) operations, ensuring vendor activities comply with federal and state requirements.
  • Coordinate quarterly rebate invoicing and validate accurate transmission of Medicaid drug utilization data.
  • Review and reconcile manufacturer payments, including non-payments, partial payments, and disputes, ensuring timely resolution and documentation.
  • Monitor rebate collection processes, including enforcement of late-payment protocols and certification of quarterly utilization data.
  • Analyze rebate reports and excluded claims to identify discrepancies, ensure data integrity, and implement corrective actions.
  • Serve as a subject matter expert on rebate and Preferred Drug List (PDL) operations, supporting meetings, issue resolution, and program oversight.
  • Collaborate with the Louisiana Medicaid Fiscal Office to ensure accurate collection, reporting, and deposit of rebate funds, and resolve financial discrepancies.
