Take a key role in shaping and safeguarding Louisiana’s Medicaid program! In this critical position within the Financial Management and Operations Section of the Bureau of Health Services Financing, you’ll work closely with federal and state agencies, stakeholders, and legislatures to ensure compliance, transparency, and effective management of Louisiana’s $16.8 billion Medicaid budget. Requirements

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Directs and manages the Financial Management Administration section, overseeing the development, maintenance, and monitoring of administrative budget policies, procedures, and complex funding methodologies.
  • Provides oversight of programmatic expenditures to ensure appropriate allocation, required matching, and maximum utilization of federal funds for Medicaid services.
  • Analyzes fiscal and programmatic impacts of budget scenarios, including new program implementation, legislative changes, and adjustments required by state agencies, and provides recommendations to the Medicaid Director and Deputy Director (CFO).
  • Serves as liaison between the Medicaid Director, CFO, CMS, LDH, Division of Administration, Legislative Fiscal Office, and other state agencies regarding funding methodologies and their fiscal impact.
  • Directs the preparation, processing, and tracking of Medicaid contracts, including contract amendments, RFPs, and compliance with federal regulations.
  • Supervises high-level professional staff, managing daily operations, evaluating performance, recommending promotions, disciplinary actions, and coordinating staff development and training.
  • Establishes work schedules and priorities for the section, ensuring timely and efficient execution of activities related to the Bureau’s programmatic budget.
  • Reviews policy changes, interprets CMS guidelines, assesses fiscal impacts, and provides guidance to staff, state agencies, and legislative officials regarding Medicaid program funding and compliance.
  • Supervises the development of analytical projects to project Medicaid expenditures, including monthly forecasts, legislative subcommittee reports, and five-year outlooks, supporting accurate budget planning.
  • Performs other duties as assigned, including acting on behalf of the CFO or Medicaid Director, ensuring the Financial Management Vendor Administration section meets the priorities and needs of BHSF and the Department.
