Step into a high-impact leadership role at the Louisiana Department of Health, where your work directly supports healthcare access for more than 1.5 million Louisianans. As the working manager and technical lead for the Budget and Reporting Team within the Medicaid program, you will oversee a multibillion-dollar budget, drive financial strategy, and ensure compliance across complex state and federal requirements. This position offers the opportunity to lead critical budget operations, collaborate with key partners, and influence decision-making at the highest levels—all while advancing the mission of delivering essential health services through one of the largest and most dynamic programs in state government.

Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Oversees budget execution activities, including preparation and approval of BA-7 forms, entry of appropriations and adjustments in LaGOV, and processing of executive budget realignments 
  • Maintains and reviews BOATS, activity files, and historical tracking tools to ensure accurate and consistent budget monitoring 
  • Ensures expenditure coding accuracy and alignment with approved appropriations across all budget activities 
  • Leads preparation, review, and submission of CMS-37 and CMS-21B quarterly federal budget estimates, including supporting calculations and input files 
  • Oversees CMS variance analyses and ensures alignment between state budget submissions and federal reporting requirements 
  • Serves as the primary point of contact with CMS for budget-related inquiries and reporting coordination 
  • Develops and monitors weekly cash projections to ensure availability of state and federal funds and coordinates cash draw timing with LDH Fiscal 
  • Monitors federal fund availability and matching requirements, identifying and escalating potential cash flow risks 
  • Supervises staff, assigns and prioritizes workload, ensures cross-training, and coordinates data requests and reporting with internal partner teams 
  • Prepares and reviews executive briefings, legislative reports, and required submissions, and represents the section in meetings, audits, and special projects
