Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Plans, directs, and supports the overall management of the Medicaid Eligibility Program Operations (EPO), ensuring compliance with complex and frequently changing federal and state regulations governing more than 30 Medicaid programs.
  • Coordinates with CMS and Program Integrity on PERM and MEQC initiatives; ensures adherence to Corrective Action Plans, supports eligibility appeals and the LaMEDS FTI Unit, and responds to LLA audits to safeguard appropriate use of federal and state funds.
  • Supervises and evaluates professional and administrative staff, including program managers and specialists; oversees hiring, performance management, disciplinary actions, telework compliance, and adherence to Civil Service, LDH, BHSF, EEO, and IRS Publication 1075 requirements.
  • Conducts management reviews, analyzes error trends, and develops corrective action recommendations to strengthen program integrity, improve eligibility determinations, and reduce erroneous payments.
  • Provides oversight to the MEQC program, Post Eligibility Review Unit, and the Centralized Appeals Unit; ensures accurate interpretation and application of Medicaid policy and federal regulations while identifying process improvements and efficiency opportunities.
  • Leads special projects, develops reports and operational plans, collaborates with regional administrators and executive leadership, and responds to inquiries from the Governor’s Office and Medicaid leadership to support statewide service delivery.
