MEDICAID PROGRAM MANAGER 1-A

Take a leadership role at the Louisiana Department of Health and help shape the member experience for Louisiana’s Medicaid and LaCHIP programs. As the manager of statewide training and quality initiatives within the Member Services Division, you will oversee instructional programs, ensure compliance with federal and state regulations, and guide technical writing, system design, and operational excellence across the division. Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Manage the technical components of the Member Services Division (MSD) to ensure compliance with federal and state laws, policies, and procedures, including SOPs and TOPs 

  • Direct and evaluate technical writing for internal and external communications, ensuring accuracy, clarity, and compliance with literacy and regulatory standards 

  • Collaborate with Medicaid Communication and Eligibility Procedures units to develop and refine SOPs, policies, training materials, and correspondence templates 

  • Serve on Agile teams to review user stories, guide system design, and ensure MSD requirements are accurately reflected in technology solutions 

  • Apply knowledge of programming and software tools, including SQL, JAVA, JIRA, and Bugzilla, to support system development, UAT, and smoke testing 

  • Plan and direct studies or special projects to improve member services, enhance quality standards, and identify potential deficiencies or system errors 

  • Conduct routine quality assurance audits, analyze findings, and develop reports to track performance trends and support continuous improvement 

  • Advise leadership on trends, legislative impacts, and potential risks that may affect member relations or operational effectiveness 

  • Project fiscal impacts of software, hardware, or system changes to support budget forecasting and planning
