IT Manager, Systems Administration

This role leads the infrastructure that supports public health systems used across Washington. As the IT Manager for Server Operations, you will oversee enterprise server operations within a complex hybrid and multi cloud environment that includes on premise systems and platforms such as Microsoft 365, Azure, and AWS.
You will manage the team responsible for identity and access management, enterprise file services, virtualization, storage, operating system lifecycle management, and cloud hosted infrastructure. This includes setting technical standards, driving modernization efforts aligned with a cloud first strategy, and ensuring systems are secure, stable, and scalable.
The work has statewide reach. More than 3,000 employees and numerous external partners rely on the systems your team supports to access applications, data, and communication tools. Your leadership directly influences system reliability, security posture, and the agency’s ability to maintain uninterrupted public health operations.
Key Responsibilities Include:
- Lead and develop a team of senior and journey level system administrators, setting direction and managing performance
- Oversee enterprise core services including Active Directory, cloud identity, file services, server operating systems, virtualization, and storage
- Design, implement, and maintain secure cloud and on-premise environments across Infrastructure as a Service and Platform as a Service solutions
- Drive modernization efforts aligned with the state’s cloud first strategy
- Manage system performance, monitoring, backup, disaster recovery, and incident response
- Establish infrastructure standards, roadmaps, and best practices across the agency
- Partner with vendors and statewide technology leaders to deliver resilient, scalable solutions
- Serve as a technical authority during outages or high impact incidents
- Option 1: Ten (10) years of progressive professional IT experience analyzing, installing, and/or maintaining server and cloud based systems, software applications, hardware and telecommunications or network infrastructure equipment.
- Option2: An associate degree in Computer Science, Information Technology (IT) or closely related field and eight (8) years of progressive professional IT experience analyzing, installing, and/or maintaining server and cloud based systems, software applications, hardware and telecommunications or network infrastructure equipment.
- Option 3: A Bachelor's degree or completion of an accredited vocational training program in an information technology or related program and six (6) years of progressive professional IT experience analyzing, installing, and/or maintaining server and cloud based systems, software applications, hardware and telecommunications or network infrastructure equipment.
Additional Required Knowledge, Skills, Abilities, and Experience
- Four (4) years of experience in the following:
- Performing systems engineering and integration involving multiple internally and third-party hosted (hybrid) server and cloud environments.
- Defining administrative and system policies and principles to guide decisions for enterprise systems, cloud tenants, virtual servers and storage.
- Ensuring technical integration is achieved across the enterprise by leading/participating in test planning, validation, and reviews.
- Analyzing, planning, testing, implementing and documenting application configuration changes that include system control data affecting application behaviors, including behaviors that affect integration with other systems.
- Experience configuring, maintaining, and supporting virtual server and storage environments, such as virtual machines, storage area networks, file servers, and backup systems
- At least two (2) years of experience managing or supervising technical staff delivering enterprise-level IT or cloud services to a large user base
