Job Description:
This is a full-time/permanent on-site role in Lincoln, Nebraska. Not eligible to be a contracted position.

Examples of Work
Job duties include:
- Act as a liaison between application developers, business users, and vendors to analyze, and design new or improved systems functionality.
- Research, analyze and communicate existing business processes to business users.
- Work directly with business users to elicit business and system requirements.
- Work with technical users to propose sound technical solutions to business users.
- Document business and system requirements in detail for technical developers.
- Responsible for creating and executing detailed system test cases to validate that all requirements have been met.
- Responsible for creating and maintaining system documentation, system release documentation, and training documentation.
- Provide IT production support to business end users by responding to questions, investigating system issues, testing changes and corrections to the system, and providing resolutions for issues.
- Develop and coordinate vendor testing.
- Develop user acceptance test plans and perform user acceptance testing.
Requirements/Qualifications
Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.
Preferred Qualifications:
- Bachelor’s degree in human services, Information Technology, Business, Computer Science, or related field or equivalent business analyst experience.
- 2+ years working as a business / solutions analyst.
- 2+ years’ experience in a health / human service delivery environment
- Previous experience in a Public Services/DHHS environment
- Knowledge of Clarity, Workfront and JIRA.
- Understanding of SDLC methodologies.
- Proficiency with Microsoft Office (Outlook / Word / Excel / Visio / SharePoint)
- Experience working with Public Health systems a plus
Other: Regular and reliable attendance. No remote work, position located at the Nebraska State Office Building in Lincoln.

- Strong interpersonal and analytical skills.
- Ability to clearly and concisely communicate (written and oral) technical information to non-technical audiences.
- Strong verbal/written communication, and presentation skills.
- Experience working directly with various levels of business and technical staff to determine sound technical solutions for business requirements.
- Effectively communicate with internal and external clients, peers, and management.
- Self-motivated / self-starter with the ability to work individually
- Strong organization, planning, problem-solving, and decision-making skills.
- Ability to multi-task with changing priorities and requirements.
- Experience in a fast-paced collaborative team environment.
- The position must be able to perform work assigned with minimal supervision, meeting deadlines for timely completion of concurrent projects.
