Requirements

  • Oversee all aspects of the GPHL application’s IT program, including vendor management, contract service level agreements, and change and release management. 
  • Responsible for all supervisory activity of staff (e.g., hiring, onboarding, setting performance and development objectives, evaluating performance, corrective action planning, recognizing performance, reviewing leave requests). 
  • Builds relationships with stakeholders (e.g., GPHL, external Providers, DPH IT, local Districts, IT system contractors) and participate in various councils (e.g., Change Governance, Vulnerability Council) to represent the program from an IT perspective. 
  • Works with DPH IT PMO to track and manage project issues, create mitigation strategies, and ensure activities are completed on time. 
  • Provide the Technology team with the necessary management and professional development to meet its objectives effectively. 
  • Serve as a liaison between subject matter experts, Department of Public Health IT, DPH Districts, contractors, vendors, and various stakeholders to develop clear and accurate business requirements, ensuring optimal integration with DPH systems. 
  • Coordinate with DPH finance and DPH IT to manage the program technology spend related to system development, staffing, and contractor support. 
  • Monitor and maintain all Service Level Agreements for the application(s). 
  • Analyze the effectiveness of the IT enterprise application teams and make recommendations for improvement in areas such as organizational structure, team structure, quality improvement, staffing levels, and policies and procedures. 
  • Oversee Release Management, Change Management, Incident Management, and UAT Management. 
  • Establish and maintain procedures, standards, and protocols.

Qualifications

Associate degree in a related field from an accredited college or university AND four (4) years in a managerial or supervisory role. 
OR 
Six (6) years in a managerial or supervisory role. 
OR 
One (1) year of experience at the lower level Mgr 2, Information Technology (ITM021) or position equivalent.

Preferred Qualifications:

  • Three years of supervisory experience (staff and contractors), demonstrating the ability to manage and engage a team to meet its objectives.
  • Experience with managing IT contractors and personnel.
  • Experience in the Public sector or health-related industry.
  • Proficiency in software development methodologies and life cycles.
  • Able to comprehend and articulate technical documentation, have strong technical troubleshooting skills, and the ability to articulate a troubleshooting process to stakeholders.
  • Demonstrable experience managing a team of software developers, including performance monitoring, professional development, and coaching.

DPH accepts educational credential recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) will be considered. DPH will contact educational institutions to verify degree, diploma, licensure, etc.
