GENERAL DESCRIPTION:
Under the general direction of the Surveillance Group Manager, performs complex (journey-level) consultative services and technical assistance work with moderate latitude for the use of initiative and independent judgement in the Tuberculosis and Hansen’s Disease Unit Surveillance Group. Work involves serving as the Interjurisdictional Notification (IJN) Coordinator for clients moving in and out of Texas and within Texas while under evaluation or treatment for TB disease or latent TB infection to ensure continuity of care. Responsible for the completion of IJN reports involving local and regional TB programs. Review TB investigational data and performs quality assurance reviews and data analysis of large datasets of TB cases and latent TB infection reports, laboratory reports, and contact evaluation entered in the TB surveillance system. Provide technical assistance and training to the IJN point of contact in designated regional and local jurisdictions, including the Texas Department of Criminal Justice and Binational TB Program to ensure accurate, complete, and timely reporting of active TB cases, presumptive TB cases, contacts to TB cases and individuals in Texas with latent TB infection. Participate in developing short-term, mid-term and long-term goals and objectives, and the development of standards to achieve program goals.
ESSENTIAL JOB FUNCTIONS:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned
(45%) Serve as the IJN Coordinator for clients moving in and out of Texas and within Texas while under evaluation or treatment for TB disease or latent infection to ensure continuity of care. Responsible for the completion of IJN reports reflecting clinical evaluation and treatment outcomes. Serve as a liaison to staff, government agencies, community organizations, or the public to explain and provide technical assistance on TB surveillance requirements. Coordinate the transfer of patient records to ensure information is routed to all local, regional, and state public health agencies. Provide consultative services, technical assistance, and program information to regional and local TB programs in accordance with state and national goals to ensure the accuracy, completeness, timeliness, and fidelity of data entered in the TB surveillance system. Provide training to new TB program staff and IJN point of contacts. Monitor and maintain system for monitoring intra-jurisdictional and interjurisdictional transfers.
(40%) Monitor, review, and evaluate compliance with TB program policies and procedures, statutes, and rules for reportable TB conditions in Texas. Verify whether TB data entered in the electronic TB surveillance system meets surveillance requirements. Conduct regular and routine assessments of TB data of IJN transfers entered in the TB surveillance system. Collect, organize, analyze, and/or prepare correspondence for out-of-state requests for TB information. Adhere to program standards when responding to out-of-state request to maintain security and confidentiality of protected health information (PHI). Process IJN reports and may provide data entry support for regional and local TB programs.
(10%) Analyze IJN processes and submit recommendations to improve program operations to the manager. Maintain mechanism to track all outgoing and incoming IJN transfers to ensure completion of treatment. Monitor all IJN transfers into Texas to ensure all responsible jurisdictions follow patients and provide a status update in the TB surveillance system. Contribute to revisions of the TB Manual, and standard operational manuals.
(5%) Other duties as assigned. Participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
LICENSURE, CERTIFICATION, OR REGISTRATION REQUIRED:
Maintain a valid Texas driver’s license

INITIAL SCREENING CRITERIA:
- Bachelor's degree from an accredited institution with major course work in public health, social sciences, business administration or closely related field
- Experience with public health laws on TB or infectious disease reporting and control.
- Experience using or accessing electronic records or electronic surveillance systems such as but not limited to the National Electronic Disease Surveillance System.
- Experience managing confidential and sensitive health information covered under HIPAA.
