Brief Job Description:

Under the supervision of the Immunization Program Manager and overall guidance of the Communicable Disease Manager, this position coordinates the Public Health Region 8 (PHR) quality assurance program and provider recruitment and re-enrollment with regional and local health department staff. Responsible for the training and education on quality assurance compliance and unannounced storage and handling site visits and follow-ups for regional and local health department staff. Plans and implements TVFC provider recruitment strategies and processes to include training, education and documentation of efforts.  Coordinates and implements re-enrollment activities.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.        

Essential Job Functions (EJFs):

Quality Assurance (35%) Coordinates the PHR 8 Immunization quality assurance program to include regional and local health department and TVFC provider on-site compliance reviews, unannounced storage and handling site visits and follow-up reviews, and local health department contract monitoring site visits to ensure compliance with TVFC, Adult Safety Net (ASN) program requirements and local health department contract requirements. Coordinates and provides training, technical assistance and updates on compliance site visits and follow-up processes and protocols to local health department and regional immunization staff. Ensures compliance site visit and follow-up documentation in Provider Education Assessment and Reporting (PEAR) is completed and meets established timelines.  Coordinates and submits compliance and unannounced storage and handling documents to Austin. Updates Public Tracking spreadsheet to document completed compliance and unannounced storage and handling visits. Monitors Texas Medical Foundation (TMF) completed compliance site visits in PHR 8 and reports issues and provides feedback during the monthly quality assurance conference calls with TMF and DSHS staff. Distributes weekly site visit schedule to PHR and LHD staff and notifies Central Office immunization staff of provider schedule conflicts with established compliance visit schedules. Coordinates completion of National Immunization Surveys (NIS) received in PHR 8.  Research ImmTrac and regional client encounter systems to obtain requested immunization histories.  Completes NIS survey and submits by requested deadline

Provider Recruitment and Retention (35%) Coordinates PHR 8 recruitment efforts of TVFC and ASN providers.  Directs regional and local health department staff on recruitment strategy implementation. Conducts recruitment site visits, sends email communications and recruitment materials to potential TVFC providers to expand the provider base in PHR 8. Provides technical assistance and guidance on the TVFC and ImmTrac2 enrollment process. Coordinates new provider orientation with PHR 8 Immunization staff to complete enrollment process. Analyzes recruitment data and makes recommendations to regional and local health department staff regarding priorities for recruitment. Monitors and reports recruitment efforts documenting and submitting to Austin Immunizations through designated systems or reports.

TVFC and ASN re-enrollment (20%) Analyzes provider patient profile data and provides education and technical assistance to providers whose numbers exceed or are not in line with Texas Medicaid or CHIP enrollment numbers. Works with providers to ensure accurate patient profile numbers are reported for reenrollment. Reviews TVFC reenrollment submissions working with providers to make corrections and submit appropriate data by established deadlines.  Reviews provider training certificates to ensure staff have met re-enrollment standards.   Provides technical assistance and training to local health department and regional staff on annual re-enrollment processes.

Additonal Duties (10%) Ensure immunization services for children and adults by providing support or other assistance for Public Health Region 8 clinics. Assist in disease surveillance and disease investigation as needed. Reports immunization activities monthly. Actively participates or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety. 

Knowledge, Skills and Abilities (KSAs):

Knowledge of city, county, and state organizations and administration within PHR8

Knowledge of the concepts of public health

Knowledge of Immunization Program requirements, protocols and procedures

Knowledge of community and under-immunized populations

Knowledge of The Texas Vaccines for Children Program

Knowledge of the English language, spelling and basic arithmetic

Knowledge of office practices and procedures.

Knowledge, understanding, and interest in the needs, problems and attitudes of the community

Knowledge of computer programs, e.g. Microsoft Word, Excel, PowerPoint, Outlook

Skill in public speaking and effective oral and written communication

Skill in conducting site reviews to determine compliance with policies and procedures

Skill in building and maintaining community partnerships

Skill in effectively using Microsoft Office software programs (Excel, Word, Access, PowerPoint)

Skill in automated programs such as VAOS, Syntropi, TWICES and ImmTrac2

Registrations, Licensure Requirements or Certifications:

Must possess a valid Class C Driver’s License or equivalent from another state

Initial Screening Criteria:

Experience working with health care providers
Experience providing training or education to various groups
Experience in the use of computers and related equipment, including the use of Office Suite, spreadsheets, databases and presentation software required
