The Communicable Disease Bureau (CDB) within the Center for Healthy and Safe Communities (CHSC)
oversees programs to respond to common infectious diseases including HIV, STD, hepatitis and TB,
while also providing services for child and adult immunization/vaccination and refugee health. A
number of programs are partially funded with grants from the federal Centers for Disease Control
and Prevention (CDC) including HIV prevention, STD, hepatitis, TB and immunization. The bureau sets
policies and clinical protocols and manages contracts to reduce the spread of communicable disease
across New Mexico.

Why does the job exist?

 
The purpose of this position is to assist the Immunization Section Manager and Deputy Section Manager with all budget and financial activity. Maintain, manage, and update budget worksheets on multiple funding sources for projection purposes, encumbrance balances, and federal reporting of expenditures. Prepare annual federal financial reports and operating budget for the program.

How does it get done?

 
1- Lead and manage the financial unit of the Immunization Section.
2- Prepare and implement State General Fund, Federal Grant, and Other State Fund operating budgets.
3- Monitor and forecast program expenditures and recommend expenditure adjustments and priorities.
4- Monitor/analyze Federal costs/eligibility and compare expenditures with Federal draws.
5- Analyze contractual service demand and expenditures for annual budget forecasting and adjustments.
6- Monitor and analyze vaccine budget monthly for budget sufficiency and Federal reporting requirements.
7- Initiate requests for budget adjustments within a timely manner and prior to expenditure obligation.
8- Ensure Vaccine Purchase Act invoices are issued quarterly to group health plans and insurers and that revenue collections are made according to the statute.

Government agencies, Public, Suppliers, Public Health Offices, Vaccine Providers, Health Insurers, and Group Health Plans.

Ideal Candidate

 
-Excellent written and verbal communication skills.
-Proficiency with Microsoft Office including expertise using Excel for data management and analysis.
-Experience in financial accounting functions including in accounts receivable, deposits, capital assets, inventory, account findings resolution, journal entries, payroll.
-Experience with billing and revenue collections.
-Experience in creating financial reports within tight time frames.

Minimum Qualification

 
Bachelor's Degree in accounting, economics, finance, or business administration and five (5) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License.

Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico, or must pass and receive Defensive Driving Course Certification as a condition of continued employment

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
