Your Specific Responsibilities:

This is a highly responsible, full-time professional position responsible for planning, implementing, evaluating and delivering health promotion and health education programs and performing outreach activities to the community for tobacco use prevention and control. Responsibilities include initiating and coordinating tobacco prevention and control activities at the county level that focus on: (1) preventing initiation among youth and college age people; (2) increasing access to and utilization of the Florida Quitline and other cessation services for youth and adults; and (3) reducing exposure to secondhand smoke. This position requires the ability to work independently and to work with both youth and adults.  Public speaking, coalition building and program development skills, strong program evaluation skills, management expertise, Marketing and public relations experience are preferred.  The person in this position must also have a working knowledge of computers and word processing skills. 

• Plans and coordinates the development and implementation of a health promotion and public health education program and projects for tobacco use prevention and smoking cessation.
• Develops and submits a tobacco-prevention work plan focusing on promoting cessation, reducing exposure to secondhand smoke, and on preventing youth and college age initiation.
• Performs community needs assessments to identify strategies for tobacco prevention, use reduction, and to develop policy to reduce tobacco use and access to tobacco products and to reduce exposure to secondhand smoke.
• May serve as the point of contact for all tobacco prevention and control for the county health department.
• Collects and reviews data, prepares reports and statistical charts and graphs to ensure program outcomes and to be used for educational purposes.
• Develops, implements and evaluates surveys to identify health promotion and health education needs for clients and/or community.
• Reviews and evaluates education practices to ensure compliance with applicable statutes, rules and regulations.
• Develops, coordinates and promotes issues that provide knowledge and behavior modification skills that will contribute to tobacco free lifestyles.
• Budget management to include preparation, purchasing and overall management in coordination with the Business Manager.

• Assist in the creation of a local tobacco-free community partnership by helping to organize meetings, conducting business and activities of the partnership.  Assists in recruiting partnership members.
• Assures that tobacco prevention advocates receive training on effective tobacco prevention and control strategies and the program’s mission, goals, and objectives.
• Serves as tobacco prevention-related health promotion and public health education advisor to other agencies and staff and coordinates training to county public health unit staff and other health professionals outside the agency.

• Coordinates the youth prevention component, Students Working Against Tobacco (SWAT), of the statewide comprehensive Tobacco Prevention and Control Program by planning youth meetings, recruiting and retaining youth in the SWAT organization, and working with youth to develop youth trainings and events throughout the county.
• Works with local schools and with SWAT Coordinator to plan and implement anti-tobacco activities.
• Identifies and recruits adult partnership members, parents, teachers, and volunteers in the region to serve as partners to support youth tobacco prevention efforts. 
• Transports adult volunteers, and transports and chaperones youth volunteers/advocates, to local, regional, state, and/or national tobacco prevention and control trainings, events, meetings, functions, or activities. Transport may be with a state or county vehicle, with the employee’s own personal vehicle, or with a rental vehicle.
• Participates in Youth Advocacy Board (YAB) and Bureau of Tobacco Free Florida (BTFF)BTFF Statewide Youth Advocacy conference calls; attends YAB meetings; attends regional SWAT conference calls; assists regional YAB members with monthly regional calls; coordinates BTFF sponsored SWAT meetings; assists with training regional YAB members to facilitate tobacco education sessions.

• Promotes youth empowerment by increasing skills, knowledge of tobacco issues and prevention, and advocacy training.
• Promotes the Florida Quitline and refers community members to tobacco cessation services offered at the local level.
• Prepares and disseminate news releases and other information to communities.
• Promotes a tobacco-free lifestyle in the community.
•  Performs related work as required.

Required Knowledge, Skills, and Abilities:

• Knowledge of tobacco prevention, chronic disease, risk factors, health education, and health promotion practices.
• Skilled in budget management.
• Ability to retrieve and explain Florida Charts data, build and maintain partnerships, communicate effectively both orally and written.
• Ability to prioritize and organize assignments and work independently.

Qualifications:

Minimum –

Valid Florida Driver's License,

must be able to support a tobacco-free lifestyle,

must be flexible to work some early mornings, nights and weekends assigned.

Preferred –

Experience educating members in a group and individual setting,

experience working with youth,

experience with public speaking and coalition building.
