Brief Job Description:
This Program Specialist (PS) IV works in collaboration with the Biomedical Coordinator to oversee and maintain functions, software, systems, policies, and databases related to HIV/STD prevention materials for the HIV Prevention Group. The position requires coordination with HIV prevention consultants, state-funded entities, and other relative stakeholders to ensure programmatic oversight of logistical workings of the HIV/STD Section and the HIV Prevention Group.
The PSIV will review statewide priorities and align them with programmatic goals to make data-driven recommendations to Group and Unit leadership. The position is responsible for ensuring that organizations who enter into a written agreement with the Department of State Health Services (DSHS) providing HIV, STD, and HCV programs, delivers services that are consistent with the needs of the population to be served and are in accordance with State and Federal mandates and programmatic requirements.
The PSIV will also be responsible for the programmatic oversight of a small provider portfolio that is inclusive of specialized contractors and vendors related to HIV/STD prevention logistics as well as HIV prevention.
The PSIV plans and directs the development, implementation, and evaluation of HIV/STD/HCV programs provided by state and federal funded agencies and works in collaboration with DSHS HIV/STD Regional Coordinators/Program Managers and other relevant stakeholders. This role collaborates with other Branches and Units within the DSHS to develop and compose programmatic guidelines and standards.
The Program Specialist IV composes writing of a technical nature, guidelines, technical assistance bulletins, policies, and procedures that are distributed both internally and externally.
Performs advanced consultative services including but not limited to capacity development, technical assistance, and logistical coordination of prevention materials through internal systems.
Essential Job Functions (EJFs):
EJF 1: Logistics Coordination (40%)
Works as part of the HIV Prevention Logistics team to coordinate and manage the distribution of HIV Prevention and biomedical materials such as condoms, lube, HIV and STD test kits and other prevention related inventory.
Serves as liaison with funded programs, external stakeholders, the DSHS Pharmacy and other internal departments/units to coordinate and manage the Pharmacy Inventory Ordering System (PIOS) from a programmatic perspective to ensure inventory and orders are filled and tracked appropriately.
Works with the HIV Prevention Biomedical Coordinator to ensure that all biomedical prevention materials such as condoms and lube are adequately inventoried and that all orders are filled and tracked according to proper allocations.
Serves as a liaison with the HIV/STD Self-Collection Program to ensure activities, strategies, data, and communications are streamlined and efficient.
Develops and maintains protocol, standard operating procedures, and technical assistance materials to be provided to stakeholders regarding the HIV Prevention Group's Logistical Operations.
Provides oversight of the HIVSTDsupport inbox so that requests and emails are responded to according to operating guidelines and expectations.
EJF 2: Portfolio Management (25%)
The Program Specialist IV may be assigned a portfolio of up to 10 HIV Prevention Contracts. These contracts can be within any of the scopes of work funded by the HIV Prevention Group. Conducts, at minimum, monthly calls with each program within their portfolio and maintains detailed documentation of each call. Conducts all applicable processes necessary to complete required Monitoring Events and follows all required internal processes.
Provides timely, thorough, and accurate, technical assistance to address programmatic barriers to HIV/STD programs and contracts within the portfolio by telephone, on-site, and in writing. Technical assistance may include interpreting DSHS program standards, administrative consultation, and establishing program requirements and policies.
Reviews monthly billing information for all assigned programs within the assigned portfolio in conjunction with the contracts management unit. Addresses any concerns regarding the monthly billing with the programs and ensure that the expenditures are allowable and at target expenditure levels. Initiates, reviews, and processes budget amendments and prior approval requests. Ensures the accurate and timely review of all billing and submitted invoicing of contracts within the portfolio and utilizes all tracking documents required by the HIV Program Manager.
Serves as the liaison between local health departments, community-based organizations, other state-funded providers, other stakeholders, and the Department of State Health Services. May also serve as a liaison with state and national organizations related to HIV/STD/HCV prevention and services. Communicates with the Procurement and Contracting Section, the Office of Inspector General and the Information Systems Branch to assure that all documentation is approved and processed correctly.
EJF 3: Program Administration and Technical Assistance (35%)
Serves as the DSHS Consultant, along with the Biomedical Coordinator, for logistics-related activities and related scopes of work including but not limited to the statewide condom distribution contract, the HIV/STD Self-Collection Program contract, and the HIV Test Kit vendor contract.
Reviews programmatic expectations for each contract and provides training and technical assistance according to standard operating procedures.
Attends necessary meetings as part of ongoing project management for each contract.
EJF 4: Cross Collaboration and Other Duties as Assigned (5%)
Works as a member of cross-team workgroups on projects related to HIV/STD/GCV program that may include developing program objectives, review grant applications, and participating in procurement processes like Requests for Proposals and Applications.
Responsible for the technical writing of manuals, guidance, and standards for all scopes of work.
Prepares written responses to inquiries, complaints, and grievances. Conducts investigations of complaints or allegations in writing.
Prepares special reports and provides necessary technical assistance and follow-up.
Works on special projects as assigned as well as other duties that may be assigned by Group or Unit leadership.
Attends work on a predictable cadence as required by agency policy and unit standards.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with at least 2 years of experience in HIV/STD, Public Health, or project management is required. Experience may be substituted for a degree on a year-for-year basis.

Position is required in-person 5-days a week in Austin, Texas.
