Requirements

  • Maintaining and implementing a system to evaluate the design, delivery, and effectiveness of HIV Program Projects.
  • Assist with developing programmatic goals and measurable objectives for HIV Prevention strategies and interventions for defined populations. 
  • Responsible for maintaining datasets and designing studies for assessment, programmatic improvements, and evaluation purposes. 
  • Focus on the assessment and evaluation of specific program projects such as HIV-specific prevention and care interventions, monthly summary reports, and statewide prevention/care activities. 
  • Work with various HIV related data across DPH programs and help facilitate ways to improve data use for program planning and implementation. 
  • Assist and/or oversee compiling of annual data summary reports and share findings through publications and presentations.
  • Supervise staff responsible for collecting, reporting, and analyzing HIV programmatic data. 
  • Serve as a data expert at internal and external meetings.
  • Additional responsibilities include grant writing, preparing federal and state reports, collaborating with other researchers throughout the Department, and providing monitoring and evaluation technical assistance to community-based organizations.

Qualifications

Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; 
or 
Eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; 
or 
Four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. 

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications (based on the needs of the position):

  • Completion of a Master's degree in Public Health, Social Work, Communication or a field related to the area of assignment and four years of human service program planning or professional-level delivery experience in work related HIV/AIDS.

  • The successful applicant will have advanced knowledge of public health core competencies and statistical software.

  • Possess background in HIV epidemiology, process and outcome evaluation.   

  • Have working knowledge of HIV and HIV related systems.

  • Knowledge of the HIV/AIDS epidemic in Georgia Areas of specialization consist of Public Health Research; Data analysis and Management; Infectious Disease Modeling (Excel Macros and Decision Tree); Epidemiology; Disease & Outbreak Investigations; Community Mobilization; Qualitative Research Development; Literature Reviews, IRB Guidance; Budget Allocation; Public Health Readiness & Response; Manuscript Development and submission.

  • Experience supervising staff, building teams and demonstrated leadership abilities 

  • Experience developing and implementing a quality assurance system(s). 

  • Track record of building productive relationships with public health program staff, field staff, and local stakeholders.

  • Experience in HIV Prevention, including data analysis, data management, and establishing/monitoring protocols.

  • Track record of building productive relationships with public health program staff, field staff, and local stakeholders.

  • Familiar with Evaluation Web system

  • Use of SPSS, SAS, Excel Macros, and to input, analyze and evaluate simple and complex data sets.

The DPH Commissioner and agency leaders encourage all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being. 

The use of physical activity breaks during the workday is authorized to support this philosophy and help employees meet their wellness goals. A maximum of 30 minutes of physical activity may be allocated per workday, typically in the form of two 15-minute breaks or one 30-minute break.

State of Georgia employees are subject to the rules of the State Personnel Board regarding salary.

DPH accepts educational credentials recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) as valid. DPH will contact educational institutions to verify degrees, diplomas, licensures, and other relevant credentials.

The candidate selected for this position may be subject to pre-employment drug screening and a criminal background check.
