Healthcare Preparedness Program Manager 2025-03128

The Wyoming Department of Health, Public Health Preparedness and Response Unit, is seeking a strong leader to serve as the Budget and Grants Coordinator (Healthcare Preparedness Program Manager). This position is responsible for the daily management and strategic direction of the statewide Healthcare Preparedness Program (HPP).
The successful candidate will oversee federal grant funding from the Administration for Strategic Preparedness and Response (ASPR), coordinate with a statewide network of hospitals and emergency medical services (EMS) agencies, and serve as a key decision-maker during high-stress public health and medical emergencies. This role leads the statewide HPP by establishing strategic goals to ensure Wyoming’s hospitals, healthcare facilities, and EMS systems are prepared to expand surge capacity and respond effectively during disasters.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
- Fiscal Management: developing, monitoring, and tracking the budget for federal ASPR cooperative agreements; manages complex contracts and ensures compliance with Wyoming State Government fiscal processes.
- Interagency Coordination: provides coordination between state agencies, federal partners (HHS and ASPR), regional healthcare coalitions, and private healthcare entities to ensure a unified response posture.
- Planning & Training: designs and evaluates statewide emergency operations plans; coordinates large-scale exercises in compliance with the Homeland Security Exercise and Evaluation Program (HSEEP).
- Updates, reviews, and maintains the HPP plans and other critical response protocols.
- Manages the RFP process, vendor selection, and contract monitoring for emergency supplies and services.
- Prepares comprehensive federal grant applications, progress reports, and performance measure updates for the ASPR.
- Provides technical expertise and coordinates training to hospital and EMS leadership on the National Incident Management System (NIMS) and Hospital Incident Command System (HICS).
- May deploy to the Wyoming Office of Homeland Security, State Response Coordination Center, to serve as the healthcare preparedness coordinator during activations.
- Conducts site visits to monitor compliance and readiness of sub-awardees (hospitals and healthcare coalitions).
Requirements
PREFERENCES:
Preference may be given to applicants with the following:
- Master’s degree in Emergency Management, Public Health, or Healthcare Administration.
- Certified Emergency Manager (CEM) or Master Exercise Practitioner (MEP) designation.
- Experience managing federal cooperative agreements.
- Prior experience in a healthcare clinical or administrative setting.
KNOWLEDGE:
- Emergency Management Frameworks: Knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), and the Homeland Security Exercise and Evaluation Program (HSEEP).
- Healthcare Infrastructure: Understanding of hospital operations, the Emergency Medical Services (EMS) system, and clinical surge capacity strategies.
- Fiscal & Contract Management: Demonstrated expertise in budget management, federal grant reporting (ASPR), and Wyoming State Government procurement and fiscal statutes.
- Strategic Communication: Exceptional written and verbal communication skills, with the ability to brief executive leadership, author technical reports, and speak clearly under pressure.
- Technical Proficiency: Advanced proficiency with MS Office Suite (Excel, Word, PowerPoint) and Google Workspace.
- Regulatory Compliance: Knowledge of federal healthcare preparedness capabilities and state public health statutes.

PHYSICAL WORKING CONDITIONS:
- The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
- On-Call Duty: Must be willing and able to serve on a 24/7 on-call rotation for emergency response.
- Travel: Position requires travel throughout the state and occasionally nationally.
- Security Clearance: Applicants may be required to pass a background check and obtain a Secret Security Clearance.
