Requirements
What You Will Be Doing: This position oversees statewide reporting of healthcare-associated infections (HAIs) into the National Healthcare Safety Network (NHSN) and publication of healthcare facility data in the HAI Annual Report according to C.R.S. 25-3-601-607. The position is key to meeting this statutory requirement of the Department. This position is responsible for completing the HAI Annual Report for delivery to the state legislature by Sept. 15 every year. Development includes a written report as well as design of a web-based data visualization that is accessible to the public. The HAI Annual Report is scrutinized by healthcare stakeholders, the public, and the legislature, and has direct impact on agency constituencies. This position is an authority on NHSN data. The position provides support, guidance, technical assistance, and education to health care facilities regarding HAI surveillance and reporting into NHSN; provides guidance and education to the Healthcare-Associated Infections Advisory Committee regarding HAI surveillance and reporting into NHSN; is up to date on NHSN protocols, updates and methods; serves as the Colorado expert for NHSN reporting and analysis, and analyzes NHSN data to support HAI Program prevention and response activities and inform state priorities. This position is responsible for database management, data analysis, and visualization of data from other HAI/AR Program surveillance systems. This includes meeting strategic planning goals to publish updated data from HAI/AR Program surveillance systems to the web annually in interactive, graphical format.
Key Responsibilities:
- Completes the HAI Annual Report required of the Department by C.R.S. 25-3-601-607 to be delivered to the legislature by Sept. 15 every year. The report contains facility-specific, risk-adjusted rates of healthcareassociated infections to be published on the CDPHE website for public review. The HAI Advisory Committee advises CDPHE on the contents of the report. Historically, the HAI Annual Report has been a print report.
- Complete the written report as required, and updates a web-based, interactive graphical version of the HAI Annual Report for public use.
- Assuring the quality of data reported to NHSN, freezing the datasets after the final report date on April 15th, analyzing the data, producing data tables and graphical displays, and completing a written summary.
- Provide regular updates on progress to the HAI Advisory Committee and solicit feedback, including: provide recommendations on data visualization and analysis of NHSN data, provide explanations of data suppression.
- Lead discussions with the HAI Advisory Committee about changes to reportable conditions to be included in the report. This position must use knowledge of NHSN, experience with statistical coding and analysis, and knowledge of best practices for public health data display to compile and organize a complex report on schedule.
- Staff authority and expert in NHSN surveillance for healthcare-associated infections and antibiotic use. The position thoroughly understands reporting requirements of the Centers for Medicare and Medicaid Services (CMS) and the Colorado Department of Public Health and Environment (CDPHE, C.R.S. 25-3-601-607). This position is fluent and up to date in NHSN surveillance definitions and reporting protocols.
- Provides technical assistance and expertise to internal staff including senior staff and across divisions, and external stakeholders (healthcare facilities, providers, agencies, and others) submitting data into, or working with data in, NHSN.
- Monitors quality of data reported to NHSN and provides quarterly feedback reports to reporting healthcare facilities.
- Works with NHSN staff to resolve technical issues related to use of NHSN by CDPHE and healthcare partners.
- Provides recommendations to CDPHE leadership and HAI Advisory Committee on Colorado HAI reporting requirements using data from NHSN
- Develop and implement visual summaries of surveillance data collected by the HAI/AR Program. Surveillance projects include population-based and facility-based surveillance for HAIs, AR organisms, antimicrobial stewardship core elements, and antimicrobial use.
- Develop inventive uses for HAI data. This position is expected to stay current on latest methodologies in analyses for HAI public health data, including more innovative approaches, in other state and local health departments, and determine when to apply these methods in Colorado.
- Produce public-facing, interactive, web-based data visualizations and internal reports. Update the data visualizations annually for external stakeholder review.
- Provide technical support to HAI/AR Program staff for data management, statistical coding, and analyses.
- Works with other data analysts throughout the Communicable Disease Branch to identify best practices and standard approaches for data display.
- Coordinate and lead select projects of the Emerging Infections Program on occasion.

MINIMUM QUALIFICATIONS:
Experience Only:Seven (7) years of relevant experience in epidemiology, data management, public healthy data surveillance and analysis or in an occupation related to the work assigned to this position.
OR
Education and Experience:
A combination of related education public health sciences, statistics, computer science or data management and/or relevant experience in epidemiology, data management, public health data surveillance and analysis or in an occupation related to the work assigned to this position equal to seven (7) years.

PREFERRED QUALIFICATIONS:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
- Advanced degree or training in public health, epidemiology, or biostatistic
- At least two one (2) years of experience organizing and managing complex database
- Experience in applying fundamental concepts of epidemiology, including calculating measures of risk, direct and indirect adjustment of confounding, tests of statistical significance, addressing epidemiologic bias, and epidemiologic study design
- Experience with public health communication, best practices for public health data display, and producing public health reports
- Proficient in the use of R to clean and restructure data and perform statistical analysis
- Proficient in the use of Tableau for data display
- Proficient in the use of RMarkdown or Quarto for reproducible reporting
- Proficient in the use of git or GitHub
- Proficient in the use of the Google Workspace, including Google Sheets
- Knowledgeable about healthcare-associated infections and/or the National Healthcare Safety Network (NHSN)
- Self-motivated learner, able to work independently and with a team
Experience monitoring, assessing and addressing causes of discrepancies within a data collection system
Experience interpreting, analyzing, summarizing data and reporting findings of analysis
