Brief Job Description: 

The Quality Management Clinical Compliance Specialist performs advanced clinical compliance and patient rights oversight work within the Quality Management Department. The position conducts medical record audits, leads patient safety and human rights investigations, and provides consultative guidance to ensure compliance with CMS Conditions of Participation, Joint Commission standards, and Texas Administrative Code requirements.

Essential Job Functions (EJFs):

Attend’s work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and perform other duties as assigned.

Conducts Clinical and Compliance Audits: 20%

Performs regular audits and reviews of medical, nursing, and behavioral health documentation to assess compliance with CMS Conditions of Participation (§482.13 & §482.21), Joint Commission standards, and DSHS policies. Identifies gaps in clinical documentation, patient care processes, and rights protections. Develops audit reports, trends data, and collaborates on corrective action plans to strengthen quality and compliance.

Leads and Supports Human Rights Investigations: 20%

Responsible for investigating patient safety events to conclusion and ensuring appropriate disposition in order to verify that no patient rights were violated and that corrective actions are implemented when indicated. Serves as the designated investigator for rare but significant patient or human rights concerns, including allegations of abuse, neglect, or exploitation. Conducts fact-finding interviews, chart reviews, and policy analyses consistent with TAC Title 25, Chapter 417, Subchapter K. Prepares formal reports and coordinates with Quality Management, Risk Management, and Hospital Administration to ensure timely resolution and corrective action.

Provides Clinical Consultation and Technical Assistance: 10%

Provides clinical guidance to departments on patient rights, ethics, trauma-informed care, and regulatory compliance. Participates in interdisciplinary team meetings to evaluate admissions, treatment planning, care coordination and discharge planning. Offers technical guidance on documentation standards and quality improvement performance measures.

Develops and Delivers Training and Education: 10%

Designs and facilitates staff training on patient rights, human rights investigations, documentation standards, trauma-informed practices, and regulatory compliance. Provides orientation and ongoing education to new and existing staff to promote a rights-based culture of care and readiness for CMS and Joint Commission surveys. In addition to staff education, ensures patients receive accessible, trauma-informed education on their rights and responsibilities at admission and throughout their care.

Collaborates Across Departments and Quality Programs: 10%

Works closely with all departments at TCID to monitor and evaluate departmental outcomes and processes with regard to patient safety and care delivery. Supports policy development and procedural revisions to enhance compliance and patient protections. Contributes to facility-wide performance improvement and risk mitigation efforts.

Maintains Documentation, Reporting, and Accreditation Readiness: 10%

Prepares accurate and timely reports of audits, investigations, and compliance findings. Ensures documentation meets regulatory standards and confidentiality requirements. Responsible for the coordination of accreditation and regulatory standards for the facility and establishing and implementing processes to support ongoing compliance and survey readiness. Supports survey readiness activities and assists during CMS and Joint Commission visits to demonstrate compliance.

Educates and Informs Patients About Rights: 10%

Ensures patients are informed of their rights in accordance with CMS §482.13 and Joint Commission RI.01.01.01. Provides individualized and group education on patient rights, privacy, grievance procedures, and access to advocacy services. Collaborates with interdisciplinary teams to reinforce patients’ understanding of their rights throughout treatment and hospitalization, ensuring information is accessible, trauma-informed, and culturally responsive.

Performs Other Duties as Assigned: 10%

Participates in special projects, committees, and policy reviews related to quality improvement, compliance, or patient rights. Maintains licensure, completes continuing education, and upholds professional ethics and confidentiality standards. Demonstrates flexibility in leading special projects and emergent assignments that contribute to organizational performance improvement, patient safety, and the advancement of TCID quality improvement goals.

Registrations, Licensure Requirements or Certifications:

Must hold a current and unrestricted Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or Registered Nurse (RN) license in the State of Texas or a compact state recognized by the Texas Behavioral Health Executive Council or Texas Board of Nursing.

Initial Screening Criteria:

  • Graduation from an accredited four-year college or university with major coursework in social work, nursing, psychology, counseling, behavioral health, or a related field.
  • Experience in clinical assessment, patient rights oversight, quality assurance, healthcare compliance, or investigation of patient safety or human rights concerns.

Additional Information:

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
