Health Services Administrator I - Sexual Health Clinic
This position is responsible for administration and day to day operations of the Sexual Health Clinic (SHC) located on the Harborview Medical Center campus. The STI Program is a major component of the HIV/STI/HCV Section, Prevention Division, Public Health–Seattle & King County. The program has an annual budget of approximately $6,000,000 and a staff of over 45 talented employees. The program provides STI and HIV testing and clinical services, PrEP, HCV treatment, STI surveillance, disease control measures such as partner notification and outreach, and research projects. This position is also responsible for general oversight of staff who work in the Max Clinic. The STI Program is a collaboration with Harborview Medical Center that includes Harborview employees as program staff. The SHC Manager will manage or oversee multiple complex functions such as clinic operations, program development, personnel, contracting and purchasing, financial management and budget, information management and staff supervision. The position will collaborate closely with the HIV/STI/HCV Disease Control Officer, the Regional Health Administrator for the combined HIV/STI/HCV Section, and Prevention Division Administration.

Work Schedule
Monday - Friday: 8:00am - 5:00pm
Remote and Onsite Work
This position works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is (Harborview Ninth and Jefferson Building - 908 Jefferson 11th Floor Seattle, WA 98104).
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Requirements
- Provide leadership and overall operational management for all aspects of the STI portion of the HIV/STI/HCV Section, in collaboration with program Medical Directors and HIV/STI/HCV Regional Health Administrator.
- Assure effective clinic operations and facilities management for the SHC.
- Assure personnel, facilities and records meet clinical compliance and safety standards for both Public Health and Harborview.
- Provide leadership regarding needs assessments and program development and clinic operations improvements in conjunction with the program and section leadership teams, and key individuals within the department, Harborview, University of Washington, WA Department of Health, community agencies and health care providers.
- In collaboration with clinical personnel, oversee maintenance and upgrades of the electronic medical record (Epic).
- This person plays a key role in the design and implementation of new projects and changes to clinic operations.
- Initiate and participate in grant development and department efforts to maximize grant and patient-generated revenue.
- Maintain close contacts and attend quarterly meetings with Public Health Billing and Revenue Unit, Washington Department of Health and other funders to assist in developing grant initiatives and fund allocations.
- Develop, monitor and manage STI Program budget in collaboration with the HIV/STI/HCV Program Business Finance Officer (BFO), Prevention Division fiscal staff and the HIV/STI/HCV Regional Health Administrator.
- Duties include annual budget development and liaison with UW/HMC related to budget.
- Assure compliance with grant and contract deliverables, reporting and other provisions.
- Work with BFO on creating budgets for new grants, monitoring of grant funding and making adjustments to staff time coding.
- Supervise or assure supervision of all team leaders working in the SHC and assure that staff receive adequate direction and performance appraisals based on goals and work plans, ongoing monitoring and evaluation, and professional development.
- Assure prompt and accurate processing of all procedures related to recruitment, hiring, performance appraisal, disciplinary processes, labor union involvement and payroll for staff including PHSKC and Harborview employees.
- Assure that personnel and departmental policies are followed as appropriate for both Public Health and Harborview employees.
- Participate in the hiring process for all positions in the SHC.
- This person is responsible for any personnel issues that need to be escalated to HR for both HMC and PHSKC.
- Assure effective communication with Harborview, University of Washington, Washington Department of Health, CDC and other department programs and community health care providers.
- Assure that SHC operational needs are represented in departmental processes and planning such as Prevention Leadership Team and Health Information Technology arenas.
- Serve on department-wide committees.
- Lead special projects to improve all aspects of clinic and public health investigation processes.
- Includes emergency preparedness activities and other special assignments.
Qualifications
- Demonstrated knowledge of public health principles, infectious diseases and disease control measures for at-risk populations.
- Demonstrated knowledge of and at least three years of experience working at a management level in a STI or other public health clinic setting.
- Experience with managing a public health or related health services program, including some experience in a clinic setting.
- Experience with supervision of diverse staff, including licensed professional and non-professional staff.
- Working knowledge of principles and practices of human resources and labor relations, employment practices, public policy development, performance improvement coaching and business productivity enhancement.
- Demonstrated knowledge and ability to develop and analyze budgets and manage complex finances in a government setting.
- Experience in development of and managing grants and contracts.
- Demonstrated skills and experience to work with diverse populations and interest groups, and communicate and work with stakeholders with diverse perspectives and interests.
- Thorough knowledge of practices related to project management, organizational design and development, management analysis and epidemiology.
- Demonstrated ability to develop and manage work plans for a large social service or health care program; work and meet deadlines and time constraints; work on multiple tasks and projects simultaneously; problem solve and resolve conflict and negotiate for positive results.
- Demonstrated excellent skills in oral and written communications
- Demonstrated ability to use Microsoft Office, including MS Word for word processing; Excel for spreadsheets; and Outlook for e-mail, scheduling, and daily communication.
Desired Candidate:
- Masters degree in Public Health Administration or other Masters degree combined with relevant experience related to the duties of the position.
- Advanced knowledge of STIs, including strategies and techniques for prevention, intervention and control.
- Demonstrated knowledge of and experience with King County and University of Washington administrative systems and procedures
