This position is with the California Home Visiting Program (CHVP) in the Child and Adolescent Health (CAH) Branch in the Maternal, Child and Adolescent Health (MCAH) Division.

The CHVP aims to promote positive parenting and child development through evidence-based and evidence-informed home visiting models.  Supported by decades of research, home visits by a trained professional during pregnancy and in the first few years of life improve the lives of children and families by preventing child abuse and neglect, supporting positive parenting, improving maternal and child health, and promoting child development and school readiness. This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by increasing health equity and promoting health and wellness. This position oversees a critical program that provides support to high need pregnant and parenting mothers in California through educating and building positive parenting skills, improving maternal and child health and promoting child development and school readiness.

The incumbent works under the general direction of the Health Program Manager (HPM) II, California Home Visiting Program (CHVP) Section Chief, the HPM I performs management responsibilities related to planning, implementing, and monitoring of the CHVP Local Support Unit. The HPM I supervises a small multidisciplinary group of technical staff and serves as a technical consultant performing the most difficult or sensitive work. The HPM I establishes and monitors work plans and timelines, provides technical consultation on key activities, reviews deliverables, delegates tasks and consults with the Section Chief on the program’s direction and ongoing quality improvement. The HPM I supports the Section Chief with producing federal and state reports, writing grants, overseeing contracts, and developing scopes of work and policies and procedures for the program. The HPM I is responsible for ensuring compliance with Federal and State requirements for the implementation of the program. The HPM I represents the CHVP at Federal, state, and local meetings.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

• Ability to communicate effectively in writing and across disciplines regarding maternal, infant and child health issues.
