Your Specific Responsibilities:

This is a manager position performing full performance level work, responsible for coordinating the activities in the Medical Services unit at the Escambia County Health Department (Escambia CHD) under the limited supervision of the County HLTH Department Administrator-HLTH. This position will assess, plan, organize, and prioritize systems of care to improve the outcome of medical services for all Escambia CHD operations. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position administers fiscal operations, such as planning budgets, authorizing expenditures, and coordinating financial reporting. Travel may be required.

Develops medical/health programs for clinical and community health needs. Implements and manages programs for the medical services. Reviews and analyzes activities and data of the medical services to aid in planning and to improve service delivery and utilization. Monitors the quality of care or standards of practice to ensure compliance with state and federal requirements. Develops or recommends policies and procedures to ensure effective operation of medical services provided in the Escambia CHD. Develops methods to assess performance, client satisfaction, and efficiency. Gathers and assesses data and utilizes data analysis for continuous quality improvement. Involves staff in ongoing quality improvement efforts.

Assures medical practice is evidence-based and incorporates the use of best practices. Conducts programmatic evaluations and writes reports of findings, recommendations, and corrective actions. Ensures accountability of all drugs and biologicals. Assures compliance of medical services and personnel with all necessary regulations, registrations, and inspections. Compiles reports as required. Assures audits of medical records for quality improvement and compliance with local, state, and federal guidelines. Reviews policy and procedure updates in relation to medical services in collaboration with the Medical Director. Responsible for oversight of medical records utilization. Monitors Health Management Systems (HMS) functionality including Electronic Health Record (EHR) implementation and on-going improvements. Develops and maintains policies, procedures, and training documents for ongoing EHR enhancements. Develops procedures and protocols related to patient flow and scheduling of staff and clients. Responsible for an effective and efficient system to address complaints.

Leads the Clinical & Community Health Nursing Programs. Prioritizes efficiency, cost-effectiveness, consistency in policies across Public Health (PH) nursing programs, and customer service. Assures compliance and alignment with nursing scope of practice and agency policies and objectives. Communicates a clear identity for public health nursing across the Escambia CHD. Implements a multi-year strategic plan that aligns with the Department of Health and the Escambia CHD strategic plans, the core functions of public health, and the Public Health Accreditation Board (PHAB) Accreditation Standards. Ensures that PH nursing team is prepared to respond to public health threats. Directs PH Nursing activities, processes, resource utilization, goals, customers, and outcomes. Assesses community PH needs, to inform PH Nursing activities. Recruits and retains top quality Clinical and Community Health Nursing Program staff and holds them accountable for optimal performance. Monitors all requests for out-of-town district meetings, conferences, or training. Ensures regular division and section meetings, as well as regular individual or group meetings with supervisees in differing professional classes.

Serves on the Escambia CHD Executive Management Team (EMT). Attends regularly scheduled and called meetings as an active member of the EMT. Works to enhance the EMT as an effective, professional, and top-notch public health team. Supports the Escambia CHD and works with others to accomplish Escambia CHD goals. Represents Clinical and Community Health Nursing Programs in Escambia CHD planning and policy development. Assures complete communication to and from PH Nursing and EMT. Integrates activities wherever possible with other Escambia CHD programs. Serves on Escambia CHD committees and workgroups, and performs special studies or projects as assigned. Champions quality improvement activities to improve practices. Serves on Escambia CHD’s performance management council (PMC) and participates in preparations for Department and Escambia CHD accreditation. Serves on various boards and committees. Assists in general policy and program formation within Escambia CHD.

Analyzes and plans for present and projected needs in accordance with agency objectives, community needs and available resources. Directs and ensures work links to the vision and mission of the CHD. Collaborates with other health care providers to provide comprehensive integrated services. Develops, negotiates, and implements public/private partnerships. Prepares and justifies budgets and monitors, analyzes, and coordinates expenditures within allocation for all Clinical and Community Health Nursing programs such as tuberculosis, epidemiology, family planning, primary care, Healthy Start, School Health, refugee, STD, Ryan White, medication supplies, and immunizations. Develops grants, performs grant writing and/or contract management activities.

Serves as primary medical services representative for the agency with local community and state contacts.

Serves on the Escambia CHD incident command leadership team. Oversees operation of the county’s Special Needs Shelter in the event of an emergency or disaster.  Responsible for PH preparedness planning, training, and response coordination for the medical response by the Escambia CHD for various events.   

Assures compliance with current DOH security policies by fulfilling the Information custodian responsibilities described in Security Policy 3, areas of responsibilities. Ensures that data set(s) under incumbent’s responsibility are available to those who need to know, protects the integrity of assigned data set(s) and assists the Security Coordinator as needed to comply with policies and procedures.

Continually updates and improves own PH Nursing knowledge and skills according to current and upcoming standards of practice. Participates in professional organizations. Reviews current literature and attends professional meetings to keep current. 

Promotes the department as a positive, caring community organization through courteous behavior toward all clients and co-workers. Follows chain of command and keeps supervisor and others fully informed of activities, pertinent issues, upcoming events, and potential problems. 

Ensures that recommendations made to the supervisor do not withhold information that could influence decision-making. Immediately reports to supervisor directives from others who are not part of Escambia CHD management (e.g. Tallahassee). Maintains the integrity of the department by ensuring and advice supplied to customers is technically correct and in compliance with all federal, State, and departmental policies and procedures.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Bachelor's degree in Nursing from an accredited institution in the U.S., Licensure as a Registered Professional Nurse in accordance with Chapter 464, Florida Statutes. Valid Driver’s License.

Other job-related requirements for this position: This position may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of this position includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. “Emergency duties may also include in-state and/or out-of-state deployment.” The position may have access to records containing social security numbers in the performance of job duties. May be required to use personal vehicle for work related duties.

Qualifications:

Minimum - A Bachelors degree in Nursing from an accredited institution in the U.S., Licensure as a Registered Professional Nurse in the State of Florida, 5 or more years of Nursing and Leadership experience, and a valid Driver's License.

Preferred - A Bachelors degree in Nursing from an accredited institution in the U.S., A Master's degree or higher from an accredited Institution in the U.S., 5 or more years of Administrative Leadership in the Public Health or Healthcare Management field.
