The Health Equity Capacity Building Specialist will play a pivotal role in overseeing and managing the development and implementation of a health equity and community engagement curriculum for the Minnesota Health Equity Networks. This position will also lead the coordination and management of related technical assistance and coaching to Minnesota Health Equity Network members and coordinators. 

Key Responsibilities: 

  • Lead the development, coordination, and project management of community engagement centered training, technical assistance, and consultation for health equity networks and Minnesota Department of Health staff. 
  • Manage the design and co-creation of trainings and content for capacity related requests through setting objectives and determining methodologies of training development. 
  • Oversee data management (tracking, monitoring, quality assurance) of training, technical assistance, and coaching programming. 

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. 

This position is temporary and is anticipated to last through 11/30/2027. Due to the temporary nature of this position, it can be ended at any point. 

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.

This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume/application clearly describes your experience in the areas listed below and indicates the beginning and ending month and year for each job held.  Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position. 

Three (3) years of experience developing curriculum for trainings with a focus on health equity and community engagement topics.  Experience must include providing technical assistance, facilitation, presenting, and delivering training to a broad audience.

Minimum Qualifications to be assessed at interview: 

  • Ability to provide community engagement consultation with multiple stakeholders.
  • Knowledge of health equity and key related concepts including health disparities, health inequity, and structural inequities; Experience advancing health equity.
  • Experience advancing racial equity practice.
  • Experience working with rural, suburban and urban audiences.

Degree Equivalencies 

A related Master’s degree may substitute for eighteen (18) months of experience; a related Bachelor’s degree may substitute for one (1) year of experience; a related Associates degree may substitute for six (6) months of experience.

Preferred Qualifications

  • Experience delivering train-the-trainer curriculum.
  • Experience with coaching as a tool for staff development.
  • Ability to apply a trauma informed approach.
  • Demonstrated ability to adapt training and curriculum to a variety of diverse audiences.

Physical Requirements

  • Ability to transport materials that are necessary for facilitation (up to 20 pounds).

Additional Requirements

  • This position requires successful completion of a background check and employment reference check.
  • This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
