Your Specific Responsibilities:

The professional in this position manages the Health Education Department for the Florida Department of Health in Marion County.  This position is responsible for overseeing community health promotion and education efforts to assist individuals and communities to adopt healthy behaviors and provide linkages to community resources for improved health and disease prevention.

Manages the Health Education Department including injury prevention, chronic disease prevention, Safe Kids Marion County, Healthy Communities, Healthy Aging and the Brazen sexual risk avoidance programs.  Ensures compliance with all program requirements and professional standards.  Ensures all program and grant reports are prepared and submitted by designated due dates.  Monitors grant deliverables to ensure all program requirements are met for each respective program grant cycle.  Research, collects and analyzes data to identify individual and/or community needs prior to planning and implementing programs and/or services designed to encourage healthy lifestyles, policies and environments.  Monitors/evaluates programs to assess and assure programmatic success and effectiveness and look for quality improvement opportunities.

Supervises and manages Health Education staff including Health Educators and Health Educator Consultants.  Supervisory duties include, but are not limited to, hiring and selection, developing performance plans, conduction performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.

Responsible for program budgets, reporting, purchasing and fiscal administration for the Health Education department.  Communicates and coordinates with Budget Manager for budget monitoring.  Ensures program budgets are managed with no more than 5% over or under at end of fiscal year.

Represents the Department of Health at community meetings and serves on councils, boards and task forces, as well as public health education interests on state and national levels in a positive, professional, responsible manner.  Serves as a resource to assist individuals, other professionals or the community for public health improvement.

Assists in identifying grant opportunities and other funding sources as needed and appropriate.  Writes and submits and/or supervises preparation and submission of proposals. 

Ensures program staff submits time and EARS on-time and approves all time and EARS submission by required deadlines.

Performs other duties as assigned: to include but not limited to shelter duty and participation in departmental special events.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of health education and community health promotion.
  • Knowledge, skill and ability in directing, motivating, developing, and managing staff. 
  • Knowledge of principles and practices of public health systems, planning, and administration.
  • Knowledge and understanding of agency policies, processes, procedures, mission, vision, and values.
  • Knowledge of community partners and community needs.
  • Knowledge of instructional methods and training techniques including curriculum design principles, learning theory, group and individual teaching techniques, design of individual development plans, and test design principles.
  • Strong motivational skills, and ability to work well independently and also in a team setting.
  • Strong customer focus, critical thinking, and leadership skills.
  • Strong community development/collaboration skills, including ability to identify and build key partnerships.
  • Strong public speaking and communication skills.
  • Advanced skills in using computers and computer software packages, including Microsoft Word, Outlook, Excel, PowerPoint, and Publisher.
  • Ability to plan, develop and evaluate health education programs and services.
  • Ability to monitor and evaluate program activities and objectives.
  • Ability to administer departmental fiscal operations, such as planning and monitoring budgets, authorizing expenditures and coordinating financial reporting.
  • Ability to establish and maintain effective working relations with staff, clients, and community partners.
  • Ability to respond in a flexible manner and prioritize work as situation changes.
  • Ability to determine work priorities, assign work and ensure proper completion of work assignments.
  • Ability to prepare and maintain accurate records, reports, and plans in order to meet objectives and deadlines.
  • Ability to formulate and implement plans, policies, and procedures. 
  • Ability to demonstrate sound judgement by taking appropriate actions in light of questionable findings and concerns.
  • Ability to analyze data, including knowledge of the methods of compiling, organizing and analyzing data.
  • Ability to analyze effectiveness of program activities and identify resources or adjustments needed to meet needs.
  • Ability to develop and deliver presentations to large and diverse groups. 
  • Ability to assist and direct event planning.

Qualifications:

Minimum-

Experience in public speaking

Experience in community partnerships

Minimum of 2 years experience in supervisory or lead worker role
