Performs highly advanced grant development and coordination work under general supervision of the Health Promotion and Chronic Disease Prevention (HPCDP) Section Director. Performs planning, coordination and management of HPCDP grants and cooperative agreements. Identifies and reviews funding opportunities and announcements to determine program eligibility. Collaborates with internal and external teams to coordinate grant applications. Responsible for coordinating, tracking and reporting of grant-funded activities, and help oversee the development and monitoring of grant-funded budgets. Monitors the implementation, management, evaluation, carry forwards, and closeout of grants and grant budgets. The position requires courteous, professional, and effective communication and interaction with program staff, subcontractors, federal, state, and local officials, and other stakeholders. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position works as a backup for the HPCDP Section Coordinator/Legislative Liaison position. In that capacity it helps the HPCDP section coordinate and continue legislative and agency assignments and operations. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.
Essential Job Functions (EJFs):
(45%) Identifies new sources of grant funding, discuss it with managers and subject matter experts in the section and provide a summary to the Section Director. Oversees the preparation of letters of intent, complete grant application packets, technical reviews, renewal applications, carry forward applications, and related administrative reporting materials. Works with DSHS Funds Coordination and Management Branch, oversees the creation and coordination of timelines and processes for section programs and coordinate internal approval and submission process. Continuously monitors and tracks completion and progress made on grants related steps. Responds to relevant ad-hoc and regular requests for information from internal and external stakeholders, including grant funders and agency leadership. Liaises with grant funders to ensure compliance with grant requirements. Oversees renewals and grant closeouts including final reporting to grant funders. Works with agency partners to ensure collaboration on key projects. Organizes several grants rolling timelines and ensures timely applications development and submissions. Oversees and attends meetings and webinars for agency and with funding agency partners. Reviews HPCDP Section program responses to division or agency requests before routing them to the Section Director. Works with the HPCDP Section Director to set priorities and collaborate with Community Health Improvement (CHI) Division leadership.
(15%) Oversees the development of grant budgets by HPCDP programs and handles routing process for agency approvals and coordinates with Section Financial Analyst. Facilitates responses to grant-related budget requests, any revisions, or carry forward applications budgets. Works with the Funds Reporting Branch to assure the submission of annual federal funding reports to funding agencies accurately and in a timely manner.
(15%) Works as a backup for the HPCDP Section Coordinator/Legislative Liaison position and fills in for the duties when that position is vacant. Coordinates with section management on assignments from the Community Health Improvement (CHI) division and the agency. Performs the role of a legislative liaison and coordinates, monitors and tracks the section’s legislative tasks and assignments, bill analysis, implementation plans, legislative inquiries, and fiscal notes. Coordinates agency rule creation, reviews, and amendments.
(10%) Develops and follows section-level policies and procedures for grant administration and grant-associated financial management. Monitors and provides technical assistance to program staff in the implementation of and adherence to policies and procedures of the agency, state, and federal grant requirements. Trains new program staff on the process of grant application and the funding cycle needs. Evaluates the need for grant-related process improvements and oversees the implementation of improvement projects.
(10%) Serves as a liaison and maintains effective working relationships with grant funder, administrative personnel or other organizational units within the agency, federal government and other external stakeholders, which includes attending relevant meetings, responding to information requests, making presentations and resolving any issues.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a
supporting role to meet the agency’s obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Initial Screening Criteria:
A bachelor’s degree from an accredited college or university with major course work in public health, health promotion, public affairs, health education or in other related field. Master’s or higher degree preferred.
Two or more years of experience writing, coordinating, and managing grants.
Two or more years of experience managing projects and collaborating with various team members.
Experience working with public health programs is preferred.
