Your Specific Responsibilities:

This position reports directly to the Comprehensive Emergency Management Plan (CEMP) Supervisor of the Florida Department of Health in Miami-Dade County. The incumbent will possess the flexibility to handle multiple and variable tasks and resources with a focus on training and exercise for all DOH-Miami-Dade County team members. 

The incumbent will be responsible for the design, development, coordination, execution, and evaluation of trainings and exercises in compliance with the Homeland Security Exercise and Evaluation Program (HSEEP) to demonstrate proficiency in the agency’s ability to respond to public health emergencies. The incumbent will collaborate on the completion of after-action reports and make recommendations for areas of improvement. 

It will be the responsibility of the incumbent to maintain a tracking mechanism for DOH team members that participate in PHP-led trainings and exercises. The incumbent will be required to conduct annual department-wide needs assessments to determine training and/or exercise needs to meet target capabilities. Participate in multi-jurisdictional trainings and exercises. Collaborate with local, regional, and state officials to develop training activities for staff and community partners. 

The incumbent will attend staff and community meetings, work groups, committees, councils, trainings, and conferences as appropriate to further emergency preparedness planning.  The incumbent will serve as Co-Chair of the Disaster Preparedness Program Liaison (DPPL) workgroup and assist in leading the workgroup’s monthly meetings. The incumbent will assist as the point of contact and lead for the Continuity of Operations Plan (COOP) drills, trainings, and exercises. The incumbent will conduct the preparedness portion of the new hire employee orientation.

Participate in monthly meetings of the Miami Dade County Healthcare Preparedness Coalition (MDCHPC) and support collaborative preparedness initiatives.

Conduct outreach and education activities related to Special Needs Shelter operations and public health preparedness.  Promote preparedness and resilience among community partners and healthcare stakeholders. Attend relevant trainings, workshops, and conferences.

Conduct orientation sessions for new staff supporting preparedness operations.  Participate in community partner meetings, health fairs, trainings, and exercises as a representative of the Public Health Preparedness Program. The incumbent will assist in the training and retention of healthcare and non-healthcare professional volunteers for the Medical Reserve Corps in Miami. 

The incumbent will be part of an ongoing programmatic cross-training schedule to include Special Needs Shelter Operations, HSEEP planning, Cities Readiness, and Medical Reserve Corp (MRC) initiatives. This will achieve flexibility and a sufficient broad skill and experience base necessary for the continuity and support of the PHPP's strategic objectives.

The incumbent will serve as part of the Incident Management Team (IMT) at the DOH-Miami Dade Command Center upon activation for disasters and/or emergencies during or beyond normal work hours or days.  May be also required to work beyond normal work hours of days in the event of a programmatic/agency need.

Qualifications:

Minimum –

Valid driver’s license, experience planning emergency preparedness exercises, experience preparing and delivering presentations.
