JOB DUTIES AND RESPONSIBILITIES:

This is a highly independent position with the Florida Department of Health in Orange County (DOH-Orange) and will report to the Preparedness, Training, and Response Program Manager (PTR).  This position assists in facilitating the DOH-Orange's response to natural and human events including the special needs shelter activities, dispensing of medical countermeasures and vaccines, volunteer management, outreach and other events as necessary.

Responsible for coordinating all activities related to the CDC Cities Readiness Initiative to include interacting with state, regional, county and municipal agencies, and private and business entities. This position participates in meetings and conferences and responds to exercises and events related to public health emergencies and bioterrorism following approved plans and procedures.

Develop a mass prophylaxis/vaccination plan to meet Cities Readiness Initiative requirements and develop training and exercise program to test and evaluate the plan.  Incumbent will assist in preparation of reports and other materials, and in development and recommendation of procedures and policies as directed by the program manager.

This Position will maintain and resupply of the CRI POD equipment cache in order to maintain its deployment readiness. Assist with the inventory and maintenance of equipment and supplies in the disaster warehouse. Maintain inventory in the statewide database in accordance with CHD Preparedness Expectations.

Reviews, analyses, and prepares draft correspondence, presentations, and plans. This position will also assist with the development of training plans and course materials and provide course coordination and training needed to meet DOH-Orange, RDSTF and state goals for emergency preparedness.

Assist the PTR staff with general preparedness activities and be available to respond to disaster and emergency events.  Incumbent may also require work performed during evenings, weekends, and holidays as well as emergency deployment to other counties in Florida with short advance notice. This position may act as Incident Commander or logistics section during incidents and events when applicable.

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:  

1. Ability to establish and maintain effective working relationships with internal and external customers.
2. Ability to plan, organize and coordinate work activities and to follow instructions.
3. Ability to prepare a variety of written training materials such as lesson plans, curricula, performance evaluations or reports.
4. Ability to prepare reports and correspondence and communicate effectively orally and in writing to a diverse population.
5. Ability to work in a warehouse environment using forklifts and conducting maintenance on equipment.
6. Ability to work independently and under stressful situations.
7. Ability to work outside of normal business hours (including weekends) and to travel.
8. Knowledge of basic leadership principles and practices. and able to solve problems and make decisions.
9. Knowledge of general office procedures and practices, correct grammar usage, and perform basic arithmetical calculations.
10. Knowledge of Incident Command System, NIMS and basic principles of managing emergencies.
11. Knowledge of mass prophylaxis procedures and requirements.
12. Skilled in Microsoft Excel, Word, Outlook, Power Point, TRAIN, HMS, People First, and Internet Navigation.

MINIMUM QUALIFICATIONS:

Requires you to maintain emergency operations plans.

4 years of documented experience writing and updating emergency operations plans, Policies, protocols or Standard Operating Procedures.

Experience developing and maintaining partnership between public, professional and voluntary agencies.

2 years of experience developing and maintaining partnerships/cooperation between these entities.

Requires you to create and conduct trainings for staff and partner agencies.

2 years of documented experience creating and conducting trainings.

Requires you to create and conduct exercises/drills for staff and partner agencies. 

Have documented experience planning, creating and conducting exercises/drills.

Currently employed by the Florida Department of Health.

Requires maintaining emergency preparedness equipment.

Willing to work in a warehouse environment and conduct routine maintenance on equipment.

Willing to work a flexible schedule that may include evenings and weekends, as needed.

Requires daily in-office or field work.  

Proficient in the use of Microsoft Word, Excel, PowerPoint and Outlook.

Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.  Emergency Duties may also include in-state of out-of-state deployment.

Must have a current valid Florida Driver’s license.

Requires operation of large vehicles and the ability to obtain Emergency Vehicle Operating Certification within 6 months of hire.
