Join the Minnesota Department of Health as the Financial Operations Manager, leading a dynamic team responsible for overseeing the department’s extensive financial systems, policies, and practices. This pivotal role ensures the integrity, efficiency, and compliance of all financial operations—Including accounts receivable/payable, procurement, contracts, grants, and financial reporting—Aligning with federal and state laws. You'll serve as the department’s financial expert, providing strategic leadership, fostering a culture of continuous improvement, and building strong relationships with internal and external stakeholders. Your leadership will directly support the agency’s mission to protect and improve the health of Minnesotans through sound fiscal management and innovative financial solutions.

Working as the Financial Operations Manager within our Financial Operations team, you will:

  • Manage the Financial Operations section so that staff are provided adequate resources, training, direction, and supervision to enable them to meet division objectives and to fulfill the MDH mission.
  • Oversee all Financial Operations activities to ensure financial operations are (a) efficient and effective so that department employees are provided with the highest quality services to enable them to meet MDH business objectives, and (b) fiscally responsible, based on sound financial practices, and meet all fiduciary responsibilities.
  • Develop and maintain agency-wide financial systems, policies, and processes to ensure that sound adequate internal controls are maintained over resources.
  • Provide direction of policies, processes, and analysis to support sound financial decision-making and management.
  • Demonstrate leadership and teamwork. 
  • Perform other tasks and responsibilities as required or assigned so that projects, assignments, or other requirements are accomplished by established deadlines and within the scope of the assignment.

The Telework Policy exempts employees who live more than 50 miles from their primary work location from the 50% in-office requirement to help the State of Minnesota benefit from top talent in every corner of the state. 

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty to grant cycles and the impact of the grant funding on program priorities. This position is currently funded and approved to be filled. While the position is funded, at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans. 

Minimum Qualifications

To facilitate proper crediting, please ensure your resume clearly describes your experience in the areas listed below and indicates the beginning and ending month and year for each job held.

Four (4) years of work experience in public financial operations in the areas of:  accounting, budgeting, cost allocation, expense/revenue forecasting, financial reporting, internal controls or similar functions within an organization. 

AND

Two (2) years of experience supervising staff in the areas of accounting, budgeting, cost allocation, expense/revenue forecasting, financial reporting, internal controls, or similar functions within an organization.

Minimum qualifications to be assessed during the interview process:

  • Extensive experience in governmental financial management, including accounts payable/receivable, procurement, grants management, and financial reporting (including fiscal year-end close).
  • Experience managing large teams and complex operations within a government or similar organization.
  • Strong expertise in governmental accounting systems, statewide financial systems, and internal controls. (Such as SWIFT) 
  • Excellent problem-solving, analytical, and decision-making skills, with the ability to interpret complex financial data, ability to develop, interpret, and implement financial policies and procedures.
  • Effective communication and interpersonal skills to collaborate with diverse stakeholders, including internal employees, managers, supervisors, senior leadership and external agencies, customers and peers.

Education Equivalencies:

Associate degree in accounting, Financial Management or closely related field of study will substitute for six (6) months of experience.

Bachelor's degree in accounting, Financial Management or closely related field of study will substitute for one (1) year of experience.

Master's degree in accounting, Financial Management or closely related field of study will substitute for eighteen (18) months of experience.

Doctorate degree in accounting, Financial Management or closely related field of study will substitute for two (2) years of experience

Preferred Qualifications

  • Experience working with federal, state, and local government agencies, as well as external partners and contractors.
  • Demonstrated experience with federal grants management, compliance, and audit processes.
  • Strong knowledge of the Minnesota state government financial management systems and policies.
  • Experience completing financial statements and/or certifications, financial reporting, fund/account statements, and/or business/rate plans.

This position requires the successful completion of a background check and reference check.
