The NM DOH Family Planning Program (FPP) State Office staff work on fulfilling Title X grant requirements, including overseeing the quality of Title X services provided in Title X clinics statewide. We are responsible for a wide variety of essential public health services, some of which are sensitive or controversial, such as a full range of family planning services, including the ¿morning after¿ pill, IUDs for teens, contraception, referrals for abortion and adoption counseling with or without parental consent per state statute, and sterilization.

Why does the job exist?

 
This position manages the statewide NM Department of Health, FPP, and has oversight and responsibility for Title X services statewide, including supervision of FPP staff. Through its staff and contractors, FPP provides low to no-cost clinical family planning reproductive health services and community education and outreach and funds community-based youth development programming for the prevention of unintended teen pregnancy. In addition to policy, reporting, and audit responsibilities, other duties include oversight of the entire program budget, administration of the Title X and PREP grants, compliance with grant requirements, regulations, and guidelines, management of all grant submissions/applications, and participating in legislative bill analysis, including providing expert testimony, if requested.

Key responsibilities include providing oversight of the statewide family planning program (including direct supervision, leadership, and support for FPP state office staff), oversight of the entire program budget; general oversight of all family planning program staff; compliance with grant requirements, regulations and guidelines for any grant funds received by the program; management of grant submissions/applications, working to continuously improve the program and the services offered, and assessing achievement of program goals and objectives.

Customers include internal and external customers, clinical field office staff, contractors, and state office staff.

Ideal Candidate

 
1 - Experience with direct supervision, leadership, and support of staff, at least 5 years.
2 - Experience with federal grant-writing and management of federal grants, at least 5 years.
3 - Experience with budgeting and compliance with federal regulations, at least 5 years.
4 - Ability to work independently to guide programmatic services for FPP and provide consultation and technical assistance to internal and external customers.
5 - Possession of strong communication, interpersonal, and writing skills.
6 - Familiarity with NM SHARE HCM and FIN systems.

Minimum Qualification

 
Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment.  Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience.  Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

 
Must possess and maintain a valid Driver's License.

Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico, or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

 
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and cellular telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Position might require infrequent travel.
