The NM DOH Family Planning Program (FPP) State Office staff work on fulfilling Title X grant requirements, including overseeing the quality of Title X services provided in Title X clinics statewide. We are responsible for a wide variety of essential public health services, some of which are sensitive or controversial, such as a full range of family planning services, including the morning after pill, IUDs for teens, contraception, and referrals for abortion and adoption counseling with or without parental consent per state statute, contracts with Planned Parenthood, and costly sterilization coverage for ineligible Medicaid recipients.

Why does the job exist?

 
This position has the major responsibility for education programming that is funded by the Personal Responsibility Education Program grant through the Department of Health and Human Services, Administration for Children and Families. This funding is used for the Teen Outreach Program to fund two community-based organizations through a competitive RFP progress. The FPP State Office staff also work on fulfilling Title X grant requirements. This position is responsible for two Title X requirements, the review of informational and educational materials by an advisory committee, the provision of community information and education programs for family planning services, and monitoring and evaluating educational contracts, including training and technical assistance for contracts to ensure adherence to scope of work, fidelity of evidence-based educational programs, and procurement policies. This position also provides leadership and coordination for statewide youth development programs and manages programmatic reporting requirements for the PREP federal grant. In collaboration with FPP staff, this position also provides consultation to Public Health Offices statewide for community engagement and education/outreach to meet Title X and PREP goals and objectives.

How does it get done?

 
Key responsibilities include oversight and monitoring of education contracts and training of contractors for implementation of evidence-based youth development programming. These responsibilities include performance reporting and ensuring guidelines and regulations of the federal PREP grant are followed. Organization and coordination with the curriculum developer is also needed to ensure program fidelity.

Customers include Public Health Office field office staff, education/programming contractors, training contractors, and state office staff.

Ideal Candidate

 
1 - High level of proficiency with Microsoft Office Suite including Excel spreadsheets, Word documents, Publisher, and PowerPoint.
2 - Strong communication and writing skills.
3 - Experience working with evidence-based programs.
4 - Experience with training development and implementation for varied groups/individuals/community-based organizations.
5 - Experience providing contract/program monitoring and oversight.

Minimum Qualification

 

Bachelor's Degree in Public Health or Education and one (1) year of experience in a health-related field. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

 
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and cellular telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Position might require infrequent travel, both in-state and out-of-state.
