Why does the job exist?

 
Plans, organizes, and supervises human resources, policy and procedures, and trainings and employee development operations to ensure programs are properly executed, monitored, and conform to State Personnel Board Rules, department policies, procedures, collective bargaining agreements, and sound principles of human resource management. Manages and coordinates
the departments disciplinary process. Advises/trains management in all areas of human resources management to ensure proper interpretation of State Personnel Board Rules and agency policies/procedures, state and federal laws, disciplinary actions, grievances, EEOC, Human Rights, FLSA issues, FMLA and ADA and Risk Management issues. Conducts training of personnel; may
interview and recommend selection of applicants. Devotes a substantial portion of time assigning and directly supervising work of at least two (2) permanent/full-time employees. Acts upon leave requests, conducts annual performance evaluations, and recommends disciplinary actions. Ensures that employees are appropriately recruited, selected, and appraised; addresses performance issues. Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Writes in a clear and concise manner.

How does it get done?

 
Provides leadership, oversight, direction, and management of an HR operation including policy and program development, administration, and maintenance of all human resource functions for all employees. Provides professional and strategic direction and consultative services to multiple divisions and field offices statewide to identify, manage, monitor, and resolve human resources issues for each division and program. Identifies policy issues, training needs, and department-wide HR trends, develops options, makes recommendations to senior management, develops and implements goals for strategic direction within areas of responsibility and leads major HR projects and initiatives. Oversees disciplinary processes, personnel policies, employee investigations, complaints and grievances, labor relations, and other employee relations functions. Conducts research and obtains knowledge and understanding of best practices, current and emerging trends with personnel management. Advises senior leadership and HR staff on trends and develop plans for the design and implementation of department-wide changes to enhance HR effectiveness and strengthen the workforce. Oversees Employee/Labor Relations, HR Generalists to identify and cross-program HR issues, plans and implements solutions to address issues.

Ideal Candidate

 
Bachelors Degree in Human Resources preferred | 3-5 years in Human Resources field preferably in discipline and investigations

Minimum Qualification

 
Bachelor's Degree in any related field and four (4) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.  

Working Conditions

 
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting.
