Executive Staff Officer

Be at the center of public health leadership in Louisiana. The Office of Public Health is seeking a highly organized and proactive Executive Staff Officer (Assistant to the Assistant Secretary) to support senior leadership, including the Assistant Secretary and Chief Medical Officer. This key role manages executive scheduling, travel coordination, and high-level administrative operations while serving as a primary point of contact with state and national associations and local, state, and federal partners. The selected candidate will work closely with OPH leadership and healthcare coalitions to help streamline administrative processes, promote consistency across OPH programs, and ensure leadership can focus on advancing public health priorities. Requirements

Six years of experience in administrative services; OR

Six years of full-time experience in any field plus three years of experience in administrative services; OR

A bachelor’s degree plus three years of experience in administrative services; OR

An advanced degree, or a Juris Doctorate, plus two years of experience in administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
  • Manage executive scheduling and meeting coordination for the Assistant Secretary, Chief Medical Officer, Deputy Assistant Secretaries, and senior OPH leadership, including scheduling in-person and virtual meetings, coordinating availability, color-coding calendars, setting up Zoom meetings, and preparing and distributing agendas.
  • Prepare meeting materials and logistics by drafting, printing, and distributing agendas for Executive Management Team (weekly) and Senior Management Team (monthly) meetings, ensuring meeting rooms and technology are properly set up.
  • Serve as the primary administrator of the OPHOAS email inbox, reviewing and responding to public inquiries, complaints, and correspondence; receiving, processing, and routing incoming documents and contracts on a daily basis.
  • Route and track documents requiring executive signature by reviewing for accuracy, logging documents into tracking systems, flagging signature locations, maintaining records, and returning approved documents to originating parties.
  • Answer, screen, and manage incoming phone calls, including sensitive and confidential matters, determining appropriate actions, and providing assistance and information to the public and external stakeholders as needed.
  • Coordinate all executive travel arrangements in compliance with Louisiana Travel Policy, including conference registration, lodging, agendas, and itineraries; reconcile travel expenses using the Bank of America Works system and ensure timely submission of required documentation.
  • Maintain task lists and monitor deadlines for the Assistant Secretary and Chief Medical Officer, providing follow-up reminders to deputies and staff and ensuring leadership action items are addressed in a timely manner.
  • Provide administrative support for office operations and personnel needs, including ordering and reconciling office supplies using the State Purchasing Card (P-Card), managing incoming mail, updating organizational charts, requesting equipment, preparing awards/plaques, and coordinating employee interviews.
  • Process financial and purchasing transactions by reconciling P-Card purchases, assisting with purchase orders and invoices as backup, and creating purchase orders in the LaGov system as needed while ensuring compliance with fiscal policies and deadlines.
  • Support executive leadership and team coordination efforts by communicating with internal staff, healthcare coalitions, and local, state, and federal partners; assisting with administrative procedure updates; and ensuring consistent, efficient operations across OPH bureaus and divisions.
