Executive Management Officer


The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

Louisiana Department of Health (LDH) is seeking a skilled and dynamic Executive Management Officer to support transformational changes in Medicaid and SNAP within the newly created Office of Economic Independence.

This role supports leadership by driving key Economic Stability initiatives that help families become self-sufficient, ensure compliance with federal programs, maximize federal funding, and improve outcomes through data-driven strategies—all while advancing the mission of keeping children and families safe.

Requirements

Six years of experience in administrative services; OR

Six years of full-time experience in any field plus three years of experience in administrative services; OR

A bachelor’s degree plus three years of experience in administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Manage and oversee business projects of varying size, complexity, and risk, ensuring successful delivery and alignment with program goals.
  • Provide daily leadership, guidance, and mentorship to project teams and work stream leads, including planning, organizing, and prioritizing work.
  • Analyze the impact of federal, state, and local legislation and regulations; prepare position statements and advise agency leadership accordingly.
  • Develop, monitor, and recommend budgets for personnel, services, equipment, and materials to support program and project needs.
  • Serve as a liaison with government officials, private sector partners, and professionals on matters related to assigned programs and initiatives.
  • Maintain program records; prepare reports, correspondence, and documentation; and apply LEAN methods and agency tools to support data-driven decision-making.
  • Provide expert project, portfolio, and program management advice to executive leadership, including risk identification, resource analysis, and continuous improvement initiatives.

Preferred Qualifications:

  • Experience at LDH or at a similar state governmental agency
  • Have demonstrated strong writing, problem-solving, and organizational skills
  • Experience supporting leaders in large organizations
  • Experience supporting leaders in the field of health and human services
  • A basic understanding of state government operations, such as timekeeping/payroll, travel, budget, and procurement
  • Be self-motivated, energetic, and a collaborator
