Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This position is under the direct supervision of the Section Administrator of the Immunization Section and will assist in managing the statewide public health immunization program. The Executive Community Health Nursing Director is a professional nursing position that exercises independent judgment in formulating or assisting in the formulation of statewide immunization policies and procedures that have significant impact on immunization standards of care and ultimately statewide immunization coverage levels.

Duties in this position include:

The individual in this position supervises staff professionals who plan and monitor the clinical immunization services, educational programs, statewide immunizations-related strategic health plan, clinical standards of care, and data collection systems of the Immunization Section. The Executive Community Health Nursing Director has overall statewide responsibility/accountability for operational activities related to immunization service delivery, program quality assurance, nursing/medical practices, control of communicable vaccine-preventable diseases, providing nursing leadership to public health nurses al the state and local level in immunization service delivery, education and training, and represents the Immunization Section with other Department of Health program offices, community agencies and health care providers. In the absence of the Section Administrator, the incumbent may have delegated authority over program operations. 

Assures that immunization clinical nursing care policies and procedures are reviewed and updated on a regular basis and are consistent with the law and community health nursing practice standards. Participates in general policy and program formulation and interprets nursing implications.

Consults with other department of Health personnel, county health departments, other state agencies, and the private medical sector on all matters relating to immunization service delivery and nursing/medical standards. Initiates and evaluates new programs with the cooperation of other administrative staff. Educate public and private providers to ensure compliance with the Standards for Pediatric & Adult Immunization Practices. Develops and provides educational programs to public and private providers on compliance with current childhood, adolescent. and adult immunization recommendations. 

Analyzes and plans for present and projected needs in accordance with agency objectives, community needs, and available resources. Analyzes and reports emerging problems or trends in the delivery of immunization services.

Oversees the recruitment. employment and assignment of personnel and recommends promotions or separations from service. Assumes accountability for the general supervision of community health nursing staff and others immediately assigned to program activities.

Partnerships: Coordinate program planning and implementation of the National Committee for Quality Assurance (NCOA) performance measures for immunizations, Health Plan Employee Information Set (HEOIS) with public and private healthcare providers. including county health departments, managed care organizations (MCOs). community/migrant health centers, and other groups, organizations and agencies, especially those that represent or serve under-immunized infants and children. Enhance collaboration with organizations and agencies that serve adolescents and adults, especially MCOs. Participate in efforts to unite all sectors of the community in improving immunization coverage among children, adolescents, and adults. Collaborate with coalitions to promote immunization of persons of all ages.

Serves as Information Custodian (or Information Custodian Back-up) for specified information sets in accordance with completed form DH 1151, Information Custodian Delegation of Authority, and maintains departmental. division and bureau security policies, protocols, and procedures for protection of data and release of confidential information. Serves as Key Custodian (or Key Custodian Back-up) for specified secured areas in accordance with completed form DH 1151, Key Custodian Delegation of Authority, and maintains departmental, division and bureau security policies. protocols and procedures for protection of data and release of confidential information

Performs other duties as assigned. 

Required Knowledge, Skills, and Abilities:

Knowledge of theories and concepts of preventive health services. Knowledge of the principals and practices of program management and delivery of immunization health service. Knowledge of nursing principals. practices. and techniques. Knowledge of human anatomy. physiology, and pathophysiology.  Knowledge of community organizations Ability to apply the consultative process in problem-solving activities. Ability to collect. interpret. and analyze statistical. demographic. and service data. Ability to understand and apply applicable rules, regulations, polices. and procedures Ability to plan. organize. and coordinate work assignments. Ability to communicate effectively.
