DESCRIPTION OF DUTIES 

Leadership & Supervision
Supervise, mentor, and evaluate Informatics staff 
•Assign work, set priorities, and monitor deliverables to meet program and grant timelines.
•Support staff development through training, coaching, and performance feedback.
•Participate in hiring, onboarding, and workforce planning for informatics roles.
Informatics & Data Systems
•Oversee public health data systems, including surveillance, reporting, and analytics platforms.
•Lead design, implementation, and optimization of data pipelines and workflows (e.g., ELR, eCR, case surveillance, registries).
•Ensure interoperability using standards such as HL7, FHIR, ICD-10/11, LOINC, and SNOMED (as applicable).
•Collaborate with IT teams on system integration, upgrades, and maintenance.
Data Governance & Quality
•Establish and enforce data governance policies, including data quality, access, privacy, and security.
•Ensure compliance with applicable regulations (HIPAA, state/federal reporting requirements, data use agreements).
•Monitor data completeness, timeliness, and accuracy; lead quality improvement initiatives.
•Develop and maintain documentation, SOPs, and data dictionaries.
Analytics & Reporting
•Guide development of dashboards, reports, and analytics for leadership, programs, and external stakeholders.
•Translate public health questions into data requirements and analytic outputs.
•Support epidemiologic analysis and interpretation in collaboration with epidemiologists and program leads.
•Ensure consistent, reproducible reporting methods.
Stakeholder Communication
•Serve as a liaison between technical teams and non-technical stakeholders.
•Communicate complex informatics concepts in clear, actionable language.
•Support cross-departmental initiatives, grants, audits, and emergency response activities.
•Represent informatics in internal committees and external partner meetings.


WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

Requirements

EDUCATION REQUIREMENTS
Requires a Master's degree in Epidemiology or Public Health with emphasis in Epidemiology or related biological, medical or public health fields. 

EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in epidemiology or related public health fields, with two (2) of the years in a supervisory or lead role.
 Advanced degrees, such as PhD in Public Health with emphasis in Epidemiology or related fields, DrPH, DVM, MD or equivalent may be substituted for the two (2) years of experience requirement.

LICENSE REQUIREMENTS
None. 

Qualifications

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** 

Experience and background in public health surveillance, informatics, or epidemiology is preferred. Experience in supervising, setting objectives and goals, tracking progress.SELECTION/SKILLS TESTS REQUIRED
None. However, the Department may administer a skills assessment test.

SALARY INFORMATION

GRANT FUND POSITION
Grants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Salary Range – Pay Grade 25
