INTERNAL AGENCY OPPORTUNITY:

This is a highly specialized, independent, professional position that will require advanced knowledge in the management, inspection, and experience in environmental regulation of petroleum storage tank facilities within a regional area.  Incumbent independently conducts an environmental program within Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington, and Bay Counties that will include the preparation of reports from the FDEP FIRST system and training of new inspectors. Travel may be required.

Inspects petroleum storage tank facilities for compliance with corresponding rules and regulation.  Preparation of letters of noncompliance related to the enforcement of Chapter 62-761 and 62-762 of the Florida Administrative Code (FAC) to ensure compliance with Florida’s petroleum storage tank rules and current FDEP contract requirements.

Lead inspector for the Escambia County office in the Petroleum Storage Tank Program.  This position will train all new inspectors in the Petroleum Storage Tank Program. The lead inspector for the Florida Inspection Reporting of Storage Tanks (FIRST) field inspection system, lead inspector for Toughbook issues and will coordinate special projects as assigned by the Petroleum Storage Tank Program Supervisor for petroleum storage tank issues.

Provides technical assistance to owners and operators of petroleum storage facilities, consultants, regulators, and the general public.

Provides reports as required by the current FDEP contract and as delegated by the Petroleum Storage Tank Program Supervisor.  

Coordinates petroleum storage tank program activities within an assigned district with the Florida Department of Environmental Protection, the Florida Department of Business & Professional Regulation, and the United States Environmental Protection Agency and other groups when necessary.

Coordinates inspections with Pollutant Storage System Contractors and ensures proper construction of new and upgraded storage tanks and closures of storage tanks at regulated facilities.  Performs related work as required.

Knowledge, skills, and abilities, including utilization of equipment, required for the position: Knowledge of Florida Department of Environmental Protection’s (FDEP) Storage Tank Program. Knowledge of Chapter 62-761 and Chapter 62-762, F.A.C. Skilled in use of Microsoft Office Suite computer programs. Skilled in utilizing FDEP’s Florida Inspection Report Storage Tanks (FIRST) application. Ability to use FDEP’s issued Toughbook. Ability to communicate effectively and professionally verbally and in writing. Ability to establish and maintain effective working relationships with a diverse group of professionals and coworkers. Ability to understand and apply appropriate rules, regulations, policies, and procedures. Ability to plan, organize, prioritize, and coordinate multiple tasks in a team environment to meet strict deadlines and time demands. Ability to attend statewide meetings and training sessions. Ability to identify and resolve problems.

Minimum Qualifications:
Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Must have a bachelor’s degree from an accredited college or university with a major in one of the physical or natural science or engineering with training in petroleum related subject matter. Must have experience related to inspecting petroleum underground and aboveground storage tank systems. Must be able to obtain 40-hour OSHA HAZWOPER CFR1910.120 certification with 6 months of hire. Employee must have a current valid driver’s license and attend the mandatory Defensive Driving Class. Other job-related requirements for this position.

This position may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of this position includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. May be required to use personal vehicle for work-related duties. Two years’ experience working in the Petroleum Compliance section of Environmental Health as an Environmental Specialist II.
