This is a lead professional position assigned to the Environmental Supervisor II. Position is responsible for conducting all assigned inspections for each designated program area: Food Hygiene, Group Care, Biomedical Waste, Tattooing, Body Piercing, Tanning, Mobile Home Parks, and other miscellaneous programs. Position is responsible for the training and mentoring of all new facility staff, for administering and enforcing Florida Statutes, Florida Administrative Codes and established Department Policies and Procedures related to sanitation, safety, and control of communicable disease and hazards to humans. Position must maintain the Food Hygiene Certification and Body Piercing Standardization. The incumbent will play a role in the Community Outreach Initiative.
Public Health Competency Domain 1: Analytical/Assessment skills
Conducts sanitation inspections of all assigned Food Hygiene, Group Care, Biomedical Waste, Tattooing, Body Piercing, Mobile Home Park, Tanning, Foster Homes, Group Homes and Adoption Placement Homes for compliance with the Florida Department of Health and the Florida Department of Children and Families lnteragency agreement. Inspects group care and food hygiene facilities as required for compliance with Florida Statute 381.0072 and Chapter 64E-11 Florida Administrative Code and Florida Statute 381.006 and Chapter 64E-12, 64E-13, FDA Food Code 2013 and 6A-2.0040. Reviews plans for all designated operations for new contruction and remodeled facilities.
Inspects all assigned body piercing facilities and tattoo establishments once during the permit year for compliance with Florida Statutes 381.0075 and Chapter 64E-19 F.A.C. and Florida Statutes 381.0071-381.0091 and Chapter 64E-28 F.A.C. respectively and all other Environmental Health programs.
Inspects all assigned permitted and exempt generators of biomedical waste in Duval County at least once annually between October 1 and September 30 (for permitted facilities) each licensing year for compliance with Florida Statute 381.0098 and Chapter 64E-16 Florida Administrative Code. Exempt facilities will be inspected at least once every 3 years. Inspections consist of a review of the generating facility's biomedical waste policy and procedures, yearly staff training, and manifest receipts from licensed transporter of waste removal as per Chapter 64E-16, F.A.C. Documents any violations observed during each inspection on the appropriate forms in the manner prescribed. Inspects assigned tanning facilities in Duval County at least twice a year during the permit year per Florida Administrative code and Environmental Health Program Manual for compliance with Florida Statute 381.89 and Chapter 64E-17 F.A.C. Documents all violations observed on the appropriate form and in the manner prescribed.
Position is responsible for the training/mentoring of all new Environmental Specialist II positions in the facility section in the following program areas: Food, Group Care, Biomedical Waste, Tattooing, Body Piercing, Tanning, Mobile Home Parrks and other miscellaneous programs. This position will assist in performing all mandatory ride along evaluations of field staff in the facilities section for consistency and compliance with Environmental Health Manual 150-4, laws, regulations, and department policies and procedures. This position will assist in teaching and mentoring new staff in conducting proper and detailed complaint investigations. This position will be preparing all new Environmental Specialist II positions for certification and standardization. This position will instruct body piercing courses, as needed, to assist the Environmental Supervisor II Body Art Coordinator.
Assists supervisor and Epidemiology in all suspected Foodborne Illness Investigations by conducting field inspections and writing summary reports for supervisor and regional epidemiologist.
Public Health Competency Domain 6: Public Health Sciences skills
Performs all special assignments and other duties and responsibilities as required, including but not limited to participation in all matters relating to disaster drills and actual emergencies/disasters (including Bio-Terrorism events). Serves as one of the back up on call staff for any biomedical waste spills/complaints.
Public Health Competency Domain 7: Financial Planning / Management skills
Position is responsible for completing all required reports including mileage, Daily Activity Reports, HMS, People First Leave and Attendance, Outlook Calanders and any other necessary documents. This position performs travel related to all field work, assigned duties and training requirements all other duties.

- Ability to collect record and analyze technical data relating to sanitation and safety standards.
- Ability to understand and apply specific rules, regulations, Policies and Procedures relating to the safety and sanitation inspections of regulated facilities.

Qualifications:
Minimum:
- Certified Environmental Health Professional as required per FS. 381.0101, (Food Hygiene Certification)
- Must have a valid and current Driver's License and four wheeled vehcile. COJ/State Driving Certification.
- The incumbent in this position may be required to use vehicles owned, leased, or operated by the state or county to conduct official state business. State or county vehicles shall be used only for officially authorized duties and not for personal use, unless a specific exception applies under Florida law (F.S. § 287.17).
- Must have a bachelor’s degree from an accredited college or university in environmental health, environmental science, or a physical, natural or biological science.
- Must be willing and able to work outside in the elements which may include extreme heat or cold.
- Must currently possess a body piercing standardization certificate.
