Your Specific Responsibilities:

This is a highly responsible Environmental Health Specialist position working independently in the Environmental Public Health (EPH) Section at the Wakulla County Health Department. This position is responsible for a variety of duties, including coordination of the regulation of Department of Health EPH programs. Incumbent completes facility inspections, requiring regulation and monitoring of Wakulla’s Healthy Beaches, well water programs, Biomedical Waste, Food Hygiene, Group Care, Mobile Home/RV Parks, On Site Treatment Disposal Systems (OSTDS), Public Swimming Pools, Body Piercing, Tattoo and Tanning facilities. Incumbent may be required to work in Taylor, Jefferson, and Madison Counties to ensure regulation of DOH EPH programs. Work is performed under the general supervision of the Environmental Manager-SES. A valid Florida Driver’s License is required for travel. Uses knowledge of quality improvement (QI) methods and processes to work with other staff to help identify opportunities for improvement and develop a culture of quality within DOH Wakulla; assists in improvement projects, as assigned.

• Responsible for coordination and completion of facility inspections and regulation of programs including but not limited to, biomedical waste, food hygiene, group care, mobile home/RV parks, OSTDS, tattoo, tanning, biomedical waste, body piercing, and swimming pools. Maintains records in the EH database and organization of in-house files. Assists in the preparation of reports, legal notices, and/or enforcement proceedings. Assists with receiving reports and follow-up of Rabies Program. Assists clients with education and inquiries pertaining to associated programs. Attends required trainings and education.
• Responsible for the inspection and regulation of the Limited Use water program, beach water sampling, multi-family water systems and private well water systems. Investigates nuisance complaints in a timely manner. Assists in the preparation of reports, legal notices, and/or enforcement proceedings and participates in community and interagency meetings as needed. Maintains records in the EH database. 
• Serves as back-up Planner for Wakulla County. Works in coordination with the primary Planner II and coordinates with the Environmental Manager, County Health Department Administrator, and DOH Regional Readiness Coordinator to define roles, responsibilities and standard operating procedures in augmenting CHD or Incident Command Staff during public health emergency response operations. Primary roles and responsibilities will include but not limited to managing the local county Special Needs Shelter patient list along with conducting local public health awareness messaging through the EverBridge system and helping coordinate the completion of quarterly expectations and reporting in the Expect Preparedness System.
• Serves in lead role in the event of an emergency. Participates in readiness activities as required and post disaster regulation of environmental health programs.
• Other duties as required.

Required Knowledge, Skills, and Abilities:

• Knowledge of Regulations set forth by Chapter 388, Florida Statutes and Chapter 5E-13, Florida Administrative Code
• Ability to carry heavy equipment for a long period of time; Ability to throw a long distance; Ability to communicate effectively; Ability to work independently; Ability to maintain organization.
• Knowledge and ability to fix basic mechanical equipment; Knowledge of safety precautions when using pesticides; Knowledgeable in usage of PCard and Ariba on Demand (AOD); Knowledge of basic arithmetic.
• Requires technical knowledge of Environmental Health program requirements; Food Hygiene, Group Care, Tattoo, Tanning, Biomedical Waste, Body Piercing, Healthy Beaches, Well Water, Sanitary Nuisance, etc.
• Skilled in use of Microsoft applications (Word, Excel, Outlook)

Qualifications:

Minimum – Valid Florida Driver’s License required – to be willing and able to travel to Jefferson, Madison, and Taylor counties as required. Bachelor’s degree or higher with a major in either physical or natural sciences, engineering, or public health, per 64E-18.003 Requirements for Certification of Environmental Public Health. Must obtain CEPH Certification in Food Protection Programs and OSTDS, per 381.0101, Florida Statutes, and Chapter 64E-18, Florida Administrative Code within 1 year of hire. Must be willing to report in-office daily with field work performed as scheduled.

Preferred – Experience reviewing and processing permitting applications. Experience inspecting and/or regulating various facilities, as required by state or federal law. Experience and knowledge interpretting laws and regulations.
