Your Specific Responsibilities:

This is a lead position responsible and accountable for the efficient and effective operation of a portion of the environmental public health program in Martin County. The incumbent is expected to promote teamwork and cooperation within environmental public health and with other work units so that customer expectations are met or exceeded.  The position must demonstrate a professional demeanor at all times; exercise emotional control with external and internal customers; model an attitude of acceptance towards operational changes that will improve processes, and customer and employee satisfaction. This position is a lead worker that monitors the performance of staff by measuring employee performance based on established measurable performance standards set by the supervisor, and documents and reports both individual and work unit achievements to the supervisor. The incumbent in this position is expected to continually seek opportunities to improve performance, processes, procedures, and results. This advanced lead position assists the supervisor’s authority with hiring and training new environmental staff and providing feedback on staff performance evaluations. The incumbent will ensure that all staff perform their job duties in accordance with federal and state laws, Administrative Codes, Florida Department of Health and Martin County Health Department policies and procedures.  Work is performed under the general direction of an Environmental Manager-SES

Lead Worker:  Communicates on a regular basis with the supervisor and staff both individually and in meetings. Reviews assigned inspection records and supporting documents generated by staff as assigned by the supervisor.  Monitors completion progress and quality of inspection for facilities under their lead to ensure protocols and procedures as established are maintained.  Is responsible and accountable for reporting the performance of field staff working in programs they lead.  Motivates staff working in programs they lead to improve the quality and quantity of work performed.  Celebrates successes of staff working in programs they lead.  Is accountable for staff working in programs they lead by reporting to the supervisor their actions, decisions, behavior and performance.  Direction provided to staff should ensure maximum use of time and resources and provide and encourage staff training in methods for performing an effective and efficient job.  Promotes the department’s mission, vision, values, and strategic efforts.

Inspections, Permitting & Investigations: Inspects various establishments and facilities, including but not limited to, schools, group care facilities, food service establishments, public pools, biomedical waste generators, tanning facilities, tattoo parlors and body piercing facilities.  Serves as the local coordinator for these programs and is responsible for the review and approval of plans for these establishments and issues permits.  Investigates sanitary nuisance complaints, assists with epidemiological investigations, responds to environmental health emergencies and collects environmental samples.  Gathers evidence for legal cases, prepares notices of violation and assists in the collection of delinquent fines, penalties and license fees.  Confers and works closely with our medical staff to assure that all environmental-related disease clusters are properly investigated to prevent further illness.  Investigates environmental health nuisance complaints and rabies cases. 

Administration:   Plans workloads, workflows, deadlines, work objectives and time utilization for employees under the direction of the supervisor.  Directs studies of community needs and effectiveness of environmental health activities. Responds to visits and telephone calls from the public and other agencies, and educates them on indoor air issues, disease control, sanitation, and health regulations. Assists with training co-workers.   Maintains records of work performed.

Other:  Attends and participates in staff meetings.  Performs other duties as required in support of the Agency’s vision and mission.

Participates in quality improvement meetings.  Gathers evidence and participates in legal action.  Performs other related duties as required in support of the Agency’s vision and mission. 

Required Knowledge, Skills, and Abilities:

Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.  Knowledge of data collection and analysis principles and procedures.  Ability to collect, evaluate, analyze and interpret scientific or technical data. Ability to prepare technical reports.  Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.  Ability to understand and follow legislative policy direction as established in Florida Statutes.  Ability to deal with the public in a tactful and courteous manner.  Ability to work independently.  Ability to plan, organize and coordinate work assignments.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with others.  Ability to utilize problem-solving techniques.  Ability to use personal computers.

Qualifications:

Minimum:

Drivers License

Certified Environmental Health Professional or Registered Sanitarian

Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural

Have a bachelor’s degree from an accredited college or university with major coursework in environmental health, environmental science, or a physical or biological science with no less than 30 semester hours of applicable science credits

This position requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa  sponsorship. Must be authorized to work in the United States without employer sponsorship.

This position requires daily in-office or field work.  Must be willing to physically come in the office daily and perform field work
