DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Incumbents in this position will work under the supervision of the Environmental Investigator V. The Environmental Investigator III will provide environmental investigations and lead risk assessments of housing units, inspect housing units for healthy home hazards, work with XRF, radon tester and other scientific equipment, write work intervention specs, monitor contractors providing services for lead hazard reduction and perform clearances and other associated activates in adherence to strict established policies and procedures. 

  • Review list of dwelling needing inspections for daily planning and consult with Supervisor/designee for scheduling and prioritization.
  • Conduct healthy home inspections/Radon testing/ Lead risk assessments and/or Elevated Blood Lead Level investigations using an XRF analyzer and other scientific tools to determine possible sources of lead exposure/ Healthy Home Hazards and prepare report per provided format/guideline.
  • Perform routine environmental sampling (dust /soil /water/radon), properly document each sample taken, and prepare samples for submission to laboratory as appropriate or SOPs.
  • Investigate complaints concerning pollutant and contaminant sources; conduct on-site inspections; collect samples of the suspected pollutant; and reports investigative findings.
  • Prepare construction proposals for abatement contractors and perform field monitoring of abatement projects in accordance with applicable federal, state and local regulations.
  • Conduct clearance Inspections, collect necessary samples and prepare reports.
  • Prepare and maintain various department   records (e.g., reports, correspondence, mileage   reports, time sheets, etc.).
  • Attend various training courses, seminars, and conferences to maintain knowledge of current trends and developments in job-related skills and techniques.
  • Report to work at assigned location with regular and predictable attendance.
  • Safely operate a motor vehicle when required to travel on City business.
  • Promote environmental awareness concerning the effects and hazards associated with lead and healthy housing related environmental pollutants/ hazards.
  • Perform other duties as directed or assigned.


WORKING CONDITIONS:
All elements of the weather: rain, cold, hot, air pollution.
The position routinely requires lifting of moderately heavy items (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.

Requirements

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.

EXPERIENCE REQUIREMENTS
Two (2) years of pollution/environmental control experience are required.
 
LICENSE REQUIREMENTS None

Qualifications

  • Bilingual
  • Experienced lead inspectors and risk assessor with valid certificate issued by the state of Texas will be preferred
  • A valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2). 

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION/SKILLS TESTS REQUIRED None
However, the Department may administer a skills assessment test.

SALARY INFORMATION GENERAL and SPECIAL FUNDS POSITION

Grants and Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.



Pay Grade 20
