Requirements

The Work Unit:
The Field Services Section exists to address for the public, governmental entities, the regulated community, and the Department, technical and regulatory issues primarily related to compliance assistance and compliance assurance for drinking water and wastewater treatment facilities (and other discharging facilities) including the following activities: compliance evaluation inspections and sanitary surveys; technical and compliance assistance; regulation and policy development, and provision of technical services in support of the Water Quality Control Division’s (Division) programs to provide financial assistance for drinking water and wastewater treatment facility construction.


 What You'll Be Doing:
This position is being reclassified to an Engineer in Training I which is an entry level engineering position and completed work from this position will be reviewed by higher level engineers. This class reflects that the employee will be training on processes and procedures under the direct supervision of a PEII unit manager. This position exists to perform, track and assist in managing to completion, the broadest possible array of tasks and projects associated with the Section’s field-based engineering activities described above. Major elements of position responsibilities include performing technical field work that consists of field engineering evaluations of drinking water and wastewater treatment facility consistency with approved designs, engineering evaluations of treatment facility operations and performance, compliance inspections for drinking water and wastewater
treatment facilities, field response and support of spills and drinking water emergencies, enforcement and other technical, field-based compliance assurance support and operator and other training, etc., providing assistance to the public at large, providing compliance assistance to facilities and individuals regulated by the Division.

Qualifications

Engineer In Training I - I2C1TC 

This class series uses seven levels in the Physical Sciences and Engineering Occupational Group and describes professional level work in an engineering specialty.                     Engineering consists of the performance of work requiring the use of mathematics, chemistry, physics, and engineering sciences, including the principles and methods of           engineering analysis and design in specific disciplines.

There are two ways you can qualify for this position: 

Bachelor's degree from an Accredited Board for Engineering and Technology (ABET) institution in Engineering.     

      OR

     Substitutions:  
      Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute            for the required degree.

     OR

     Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will         substitute for the enrollment as an Engineer Intern.


NOTE:  An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Preferred qualifications and essential competencies:

In addition to the minimum requirements, preference will be given to candidates who have the following competencies:
  • Experience in Water Quality Engineering design-related to wastewater or drinking water treatment. 
  • Effective communication and coordination skills with customers, stakeholders, and public water systems.
  • Models high standards of honesty, integrity, trust, openness and respect for individuals by applying these values daily.
  • Displays understanding, courtesy, tact, empathy and concern; develops and maintains effective relationships; deals skillfully with people who are difficult, hostile or distressed; effectively manages and resolves conflicts, confrontations and disagreements in a positive and constructive way;
  • Experience conducting technical reviews.
  • Knowledge and ability to evaluate the relevance and importance of engineering and mathematical theories, concepts, principles and Division guidance, policies and procedures to determine if they are applicable to the situation encountered.
  • Knowledge and ability to apply and integrate engineering, operational, financial and planning concepts as they relate to the ability of a planned facility to function as needed to protect the public health or the receiving waters.
  • Strong ability to be an independent critical thinker and also work well in a team environment. 
  • Proficiency in writing policy or guidance documents.
  • Knowledge of federal and state regulations, state statute, and the specific areas of authority for the various agencies, as they relate specifically to clean water or drinking water quality compliance.
  • Ability to identify and creatively resolve issues while exercising appropriate judgment. Strong organization and/or project management skills.
  • Ability to analyze data and provide recommendations. Geographic Information Systems/mapping knowledge.
Conditions of Employment
 
  • Must be able to operate a vehicle in order to preform duties of position.
  • Travel demands: Requires independent travel approximately 30% of time to meetings, board meetings, site visits, conferences, and other travel in support of the unit activities. Travel will be statewide and may include occasional overnight nationwide travel.
  • A pre-employment background check will be conducted as part of the selection process.  Should your background check reveal any charges and convictions, it is your responsibility to provide the Colorado Department of Public Health and Environment Human Resources office with an official disposition of any charges.
  • Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

Appeal Rights:


An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.


As an applicant directly affected by the results of the selection or comparative analysis process, you may file a written appeal with the State Personnel Director.


Review of the completed, signed and submitted appeal will be timely on the basis of written material submitted by you, using the official appeal form signed by you or your representative. This form must be completed and delivered to the State Personnel Board by email at dpa_state.personnelboard@state.co.us within ten (10) calendar days from your receipt of notice or acknowledgment of the Department’s action.
