The Center for Preparedness and Response (CPR) within the California Department of Public Health (CDPH) is a critical division dedicated to safeguarding the health and well-being of Californians during public health emergencies. CPR coordinates statewide preparedness, response, recovery, and mitigation efforts for events such as natural disasters, disease outbreaks, bioterrorism, and other emergencies impacting public health.

Through robust planning, collaboration with local health departments, and partnerships with federal, state, and community organizations, CPR ensures readiness to manage and mitigate health threats effectively. Its responsibilities include developing emergency response plans, training health professionals, conducting exercises to test response capabilities, and providing resources and guidance to strengthen California’s public health infrastructure. By fostering resilience and preparedness, CPR plays a vital role in protecting the state’s diverse populations from evolving health challenges.

The Emergency Services Coordinator (ESC), works under the direction of the Program Manager I of the Response Unit. This position plays a vital role in supporting California’s readiness for public health and medical emergencies by coordinating situational analysis, developing response strategies, and supporting statewide emergency operations. The role is embedded within the Center for Preparedness and Response and is dedicated to safeguarding community health through strategic planning, training, and interagency collaboration during public health crises.

Responsibilities:

  • Supports CDPH and other entities in the support of emergency response and recovery operations, ensuring consistency across multiple response plans and manuals.
  • Conduct situational analysis of emergency response activities and identify operational gaps.
  • Prepare and distribute situation reports and provide recommendations to emergency response coordinators.
  • Collaborate with Senior Emergency Services Coordinators and others to develop response strategies and action plans.
  • Develop and maintain Standard Operating Procedures (SOPs) and training materials.
  • Represent CDPH in emergency operations centers (e.g., State Operations Center, MHCC) as needed.
  • Maintain working knowledge of ICS, SEMS, NIMS, and CDPH emergency response frameworks.
  • Deliver emergency management training to internal and external stakeholders.
  • Participate in planning, drills, and exercises with state and regional ESF-8 partners.
  • Prepare after-action reports and contribute to improvement planning.
  • Ensure compliance with federal, state, and local emergency response guidelines.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 2% in exchange for 3.5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated experience in emergency management, emergency response, public health preparedness, or a related field.
  • Proven experience presenting on emergency management programs or response plans
  • Background in conducting analysis related to emergency management programs and making recommendations to those programs
  • Strong analytical and communication skills.
  • Familiarity with ICS, SEMS, NIMS, and public health emergency operations.
  • Ability to work collaboratively across agencies and disciplines.
  • Willingness to travel and work flexible hours during emergencies
