As an Eligibility Specialist at the HOPE Center in Macon, Georgia, you will join a dedicated team of public health professionals working to protect the health and well-being of communities across the state by supporting vital public health initiatives. Requirements

Under general supervision, the Eligibility Specialist is responsible for conducting interviews, reviewing documentation, and evaluating both personal and financial information to determine an applicant’s or recipient’s eligibility for public assistance programs. This role ensures compliance with federal, state, and program-specific regulations, and requires ongoing interaction with clients, accurate documentation, and coordination with internal and external resources.


Primary Duties & Responsibilities


  • Eligibility Determination: Review and process new applications, annual recertifications, interim changes, and special case reviews to determine client eligibility for the Ryan White program
  • Client Interviews & Assessments: Conduct in-person, phone, or virtual interviews to gather information on clients’ income, assets, household, medical needs, and housing status. Verify documentation and identify discrepancies or potential fraud.
  • Program Compliance & Documentation: Ensure cases meet program rules and deadlines. Maintain accurate case files, update internal databases (e.g., eClinicalWorks, CAREWare), and track eligibility outcomes in line with agency and external reporting standards.
  • Client Support & Navigation: Educate clients on eligibility, documentation, and next steps. Collaborate with case managers, providers, and community partners to coordinate services.
  • Intake Assistance: Guide clients through applications and renewals, ensuring forms are complete and documentation submitted. Provide professional, trauma-informed, client-centered support.
  • Program Actions & Notifications: Process eligibility decisions (approvals, denials, modifications, terminations) and issue formal notices as required.
  • Reporting & Caseload Management: Monitor assigned caseloads, prepare reports, and ensure timely processing and follow-up.
  • ADAP & HICP Application Assistance: Process AIDS Drug Assistance Program (ADAP) and Health Insurance Continuation Program (HICP) applications, verify supporting documentation, and ensure compliance with program standards.
  • Community Outreach & Resource Development: Build relationships with local service providers, stay informed on program changes, and identify resources to support clients.
  • Additional Duties: Perform other professional responsibilities as assigned.

Qualifications

High school diploma/GED and two (2) years of experience in eligibility determination, social services, healthcare access, administrative casework, or a related field.


Preferred Qualifications

  • Associate degree or higher from an accredited college or university.

  • Experience working with the Ryan White HIV/AIDS Program or other federally funded health/social service programs

  • Strong background in eligibility verification, income documentation review, or public benefits processing (e.g., Medicaid, SSI, housing programs)

  • Previous experience using relevant databases (e.g.,eClinicalWorks, CAREWare, GAMMIS)


The DPH Commissioner and agency leaders encourage all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being. 

The use of physical activity breaks during the workday is authorized to support this philosophy and help employees meet their wellness goals. A maximum of 30 minutes of physical activity may be allocated per workday, typically in the form of two 15-minute breaks or one 30-minute break.

DPH accepts educational credentials recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) as valid. DPH will contact educational institutions to verify degrees, diplomas, licensures, and other relevant credentials.
