Join the Louisiana Department of Health and play a pivotal role in shaping the financial future of one of the largest Medicaid programs in the country. As the technical and analytical lead for forecasting within Louisiana’s $20 billion Medicaid program, you will drive the data and assumptions behind critical budget, policy, and funding decisions that impact over 1.5 million residents. This role offers a unique opportunity to apply advanced economic and financial analysis to real-world healthcare challenges, collaborate across high-level teams, and influence how essential services are planned and sustained—making your work both highly visible and deeply impactful.

Requirements

A master's degree in economics plus three years of experience in economics; OR

A doctorate in economics plus one year of experience in economics.

  • Oversees fee-for-service (FFS) expenditure forecasting by provider type and service category, incorporating enrollment, utilization, and unit cost trends 
  • Directs analyses of utilization patterns for FFS populations and carve-out services, identifying key cost drivers and ensuring alignment with enrollment forecasts 
  • Reviews complex analytical outputs and prepares clear, actionable summaries to support leadership decision-making 
  • Develops and maintains baseline managed care forecast models, integrating enrollment inputs, utilization assumptions, and trend analyses 
  • Coordinates with managed care teams to ensure consistency in forecasting methodologies and incorporation of programmatic adjustments 
  • Provides consultative support on fiscal notes and legislative impact statements, focusing on enrollment and utilization assumptions 
  • Reviews fiscal notes for methodological accuracy, consistency with forecasts, and alignment with budget expectations prior to submission 
  • Serves as a senior analytical resource to leadership and external partners, including participation in estimating conferences as needed 
  • Supervises staff, sets priorities, and conducts technical review of analytical work to ensure accuracy, consistency, and timeliness 
  • Performs special analytical projects and related duties to support Medicaid budget development, forecasting, and financial operations
