Economic Stability Manager 1




The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.



Join the Louisiana Department of Health and play a key role in ensuring Louisiana’s economic stability programs operate effectively and fairly. In this position, you will oversee statewide administration of programs like SNAP, FITAP, KCSP, SEBT, and DSNAP, ensuring compliance with federal and state regulations. You will collaborate with federal and state partners, advise executive leadership on policy, and help shape the delivery of critical services that directly impact families and communities across Louisiana.

Requirements

Seven years of economic stability social services experience; OR

Six years of full-time work experience in any field plus four years of economic stability social services experience; OR

A bachelor's degree plus four years of economic stability social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration plus three years of economic stability social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

·  Review and monitor federal and state legislation, regulations, and policy guidance to assess potential impacts on economic stability programs and automated systems, providing recommendations to leadership 

·  Support the development, updating, and maintenance of policy and procedural manuals, training materials, State Plans, and Administrative Code provisions 

·  Provide routine interpretation and clarification of program policies to LDH Field staff, ES Administration sections, Quality Control, Fraud and Recovery, Appeals, and other stakeholders 

·  Assist in reviewing and analyzing Quality Control error cases, identifying trends, documenting findings, and supporting corrective action plans 

·  Support budget-related activities, including compiling data, tracking program expenditures, and assisting with federal and state budget requests for program administration and benefit issuance 

·  Participate in audits, reviews, and monitoring activities by gathering information, preparing responses, and assisting with follow-up actions 

·  Represent LDH in internal workgroups, committees, and meetings on ES programs and policy initiatives, and provide legislative support including drafting materials, providing data, and testifying as needed 

·  Identify systems needs to support program policies, coordinate with Systems staff on programming requirements, and ensure system testing for accurate implementation 

·  Supervise and guide assigned staff, including assigning work, monitoring progress, reviewing outputs, providing feedback, and preparing performance evaluations 

·  Monitor program resources and expenditures, assess operational challenges, identify training needs, and support continuous improvement initiatives across ES policy areas
