Economic Stability Manager 1



The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.



Lead a dedicated team making a direct impact in the lives of families across St. John Parish as the Operations Manager for the Economic Stability and Self-Sufficiency (ESSS) Program. In this key leadership role, you’ll oversee the delivery of vital programs—including SNAP, FITAP, KCSP, and STEP—ensuring benefits are provided accurately and efficiently to those who need them most. Requirements

Seven years of economic stability social services experience; OR

Six years of full-time work experience in any field plus four years of economic stability social services experience; OR

A bachelor's degree plus four years of economic stability social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration plus three years of economic stability social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

·  Plans, directs, and oversees the implementation and daily operations of all Economic Stability and Self-Sufficiency programs within parish offices to ensure services are delivered effectively and in alignment with departmental goals.

·  Establishes performance objectives and monitors program outcomes, including error rates and quality control measures, to ensure accurate and timely delivery of benefits.

·  Evaluates office workflows, policies, and procedures to improve operational efficiency and strengthen service delivery to applicants and clients.

·  Investigates and resolves client complaints to maintain high standards of customer service and program integrity.

·  Manages all personnel functions for parish office staff, including recruitment, hiring, supervision, performance management, disciplinary actions, promotions, and conflict resolution.

·  Provides direct supervision to Economic Stability Supervisors and indirect supervision to all parish office staff while delegating responsibilities and ensuring accountability for program goals.

·  Develops and maintains partnerships with community providers and stakeholders to strengthen referral networks and improve access to supportive services for clients.

·  Represents the department in community outreach activities, including forums, job fairs, and community events to increase program awareness and participation.

·  Ensures disaster readiness of parish office staff and manages implementation of disaster response operations, including DSNAP eligibility determinations, shelter support coordination, and resource deployment.

·  Serves as a member of the Regional Management Team by contributing to regional planning, communicating program and personnel issues to leadership, and assisting with the development of administrative practices and staff utilization strategies.
