Economic Stability Consultant (ES Training Consultant)



The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

This position serves as a lead worker, helping train new Eligibility Specialists while guiding staff statewide through complex policy updates and program changes for SNAP, FITAP, STEP, and LITE. Requirements

Six years of economic stability social services experience; OR

Six years of full-time work experience in any field plus three years of economic stability social services experience; OR

A bachelor's degree plus three years of economic stability social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration plus two years of economic stability social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
  • Serves as a lead worker by analyzing agency-wide training needs and supporting the development and delivery of supervisor training, ES program refresher training, and professional skills training while mentoring and coaching new ES Specialists and trainers.
  • Designs, develops, reviews, and updates training curricula and materials at basic, intermediate, and advanced levels to ensure accuracy, consistency, and compliance with state, federal, and departmental policies.
  • Conducts statewide and centralized instructor-led and web-based training sessions for new and experienced staff and stakeholders, coordinating logistics, training sites, materials, and statewide workshops or conferences as needed.
  • Reviews monthly training tidbits, program changes, and Chapter 5 PowerDMS updates submitted by ES Specialists to ensure correct policy interpretation and provides data and feedback to leadership to identify additional training needs.
  • Maintains subject matter expertise in ES programs and systems, including SNAP, DSNAP, FITAP, KCSP, LITE, and PowerDMS, and serves as lead for maintaining and updating the LITE training environment in collaboration with OTS.
  • Represents ES Training leadership in meetings, corrective action forums, special projects, and workgroups, contributing to problem resolution, productivity improvements, and overall goal setting for the training unit.
